This book examines the multiple strategies proposed by the international community for addressing global climate change (GCC) from both human and state-security perspectives. It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses GCC and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). The first framework considers the multiple strategies, mitigation, adaptation, and capacity-building required of the international community to address the effects of GCC. The second framework considers the differentiation of GCC policies in terms of security and how the efficacy of these strategies could be impacted by whether priority is given to state security over human security concerns. This book will be of much interest to students of human security, climate change, foreign policy, and International Relations.

The UN has started to tackle this global challenge as a security issue. Respecting the initiative and role of the UN, the EU has played a strong leadership role for global climate change by proactively setting international agendas, implementing emissions reductions, and helping poor countries adapt to climate change. Clearly, it has responded more actively to global climate change than any other countries in the world. Although China, the world’s largest emitter of greenhouse gases, is now seeking to take climate change leadership, its policy response is still limited compared to the EU. This thesis aims to examine which factors make the EU take more active climate change policy. It will find out why a country’s soft power is the main determinant to enable the country to respond more actively to global climate change. For the research, we will look into the following four factors: vulnerability to impacts of climate change on security; understanding of global climate change (as a source of soft power); economic power (as a source of hard power); and democracy in politics and society (as a source of soft power).

This book offers a multidisciplinary exploration of how climate change is impacting conflicts, contention, and competition in the world. The volume examines how climate change is creating and exacerbating insecurities for millions of people globally, and how states, inter-governmental bodies, and others are attempting to meet challenges today and in the near and medium term. It shows that climate change insecurity is relevant to a battery of security areas, including warfighting, stabilisation, human security, influence, and resilience and capacity building. The volume provides insights into how climate change has and will impact security at different scales and in different localities, including national and ethnic tensions, food and water security, resource competition, mass displacement, and even the recruitment profiles and operations of violent and extremist organisations. With contributions from pioneering researchers and practitioners, the book discusses shifting operational requirements and responsibilities, and the need for clarity around the size and shape of capacity gaps. Climate change is now a mainstream part of the international political agenda. It has become clear that it is not solely a technical issue, to be resolved by scientists, but a political issue with political implications at all levels of global governance. Indeed, some may argue that few long-term problems in international affairs are more important than this one.
