Implementing Canada S Defence Policy Statement

This edited volume provides a comprehensive overview of contemporary debates and issues in Canadian defence policy studies. The contributors examine topics including the development of Canadian defence policy and strategic culture, North American defence cooperation, gender and diversity in the Canadian military, and defence procurement and the defence industrial base. Emphasizing the process of defence policy-making, rather than just the outcomes of that process, the book focuses on how political and organizational interests impact planning, as well as the standard operating procedures that shape Canadian defence policy and practices.

This edited volume, the second volume in this collection, provides a comprehensive overview of contemporary debates and issues in Canadian defence policy studies. The contributors examine topics including sexual misconduct and the crisis of defence culture, personnel retention in the CAF, the impacts of climate change, NORAD modernization, policy trade-offs in the wake of the war in Ukraine, defence spending, procurement, as well as the defence policy making process.

Volumes in the new Canada's National Defence series present an annotated collection of government statements on defence policy and internal studies and reports prepared by senior military officers, defence officials, and consultants to governments and ministers from about 1945 to 1997. Together these documents trace the development of the unique character of Canada's defence policy and defence organizations.

Release of Canada's first-ever National Security Policy (NSP) in 2004, followed by the International (Foreign) Policy Statement and Defence Policy Review in 2005, has publicly articulated Canada's principal security interests for the post-September 11, 2001 (9/11), world. Nevertheless, the realities of Canada's present engagement in Afghanistan have highlighted a gap between stated national security and foreign policy goals on one hand, and the Canadian military, diplomatic, and development effort in theater, on the other. National interests and values, articulated within the NSP and the International Policy Statement, are insufficient to frame the context for such a complex endeavor. Only a clearly defined strategy based upon rigorous analysis of ends, ways, and means and assessment of risk can enable informed national and political debate, provide the required guidance for campaign planning among government departments, and determine Canada's preferred stake in the wider international arena, including the Global War on Terrorism (GWOT). Recommendations are provided with respect to resolving Canada's strategy gap in both the immediate and longer term.

Responding to a fundamental reordering of international affairs and the need to confront important economic realities at home, the Prime Minister announced in November 1993 a comprehensive review of Canadian defence policy. In February 1994, a special joint committee of the Senate and House of Commons was established to consult Canadians on all aspects of this issue. This document outlines the new defence policy. It examines the following points: international environment; domestic considerations; combat-capable forces; protection of Canada; Canada-United States defence cooperation; contributing to international security; and, implementing defence policy.
