The Sustainable Development Goals Report 2016 provides the first account of where the world stands at the beginning of our journey towards a sustainable future for people and the planet. This inaugural progress report presents an overview of the 17 Sustainable Development Goals, based on a proposed global indicator framework, using data currently available. The data and analysis in the report show us where gaps and challenges are, so that steps can be taken to reverse these trends. With collective global action, we can seize the opportunities before us and, together, ensure the 2030 Agenda leaves no one behind. The report is prepared by the Statistics Division of the Department of Economic and Social Affairs, based on the data and information provided by UN and other international agencies.

This report examines the links between inequality and other major global trends (or megatrends), with a focus on technological change, climate change, urbanization and international migration. The analysis pays particular attention to poverty and labour market trends, as they mediate the distributional impacts of the major trends selected. It also provides policy recommendations to manage these megatrends in an equitable manner and considers the policy implications, so as to reduce inequalities and support their implementation.

In the European Union, the effectiveness of judicial protection granted to a business or consumer in crisis depends on the extent and manner in which court rulings in bankruptcy and restructuring cases are recognised in all Member States. This article-by-article commentary on Regulation (EU) 2015/848 provides expert guidance through the entire course of insolvency proceedings, clearly showing how to solve specific problems that arise in insolvency cases with a cross-border element, including aspects such as jurisdiction, applicable law, recognition and enforceability of judgments and coordination of group of companies’ insolvencies. For any party instituting an insolvency proceeding in an EU Member State, the commentary provides such detailed guidance as the following: identifying the appropriate internationally competent court for filing; terms pursuant to which a judgment can be recognised; duties of an insolvency practitioner (IP); IP’s authority in the territory of another state; IP’s obligations towards creditors in another state; rights of foreign creditors; admissibility of conducting secondary insolvency proceedings; conducting simultaneous insolvency proceedings against the same debtor; permissible forms of contact and cooperation between judges and parties to the proceedings; and conducting proceedings involving a group of companies. An important feature of the commentary highlights the standpoints of lawyers from Central and Eastern Europe, where the commercial judiciary operates in a distinctly different way from that in countries with a well-established market economy system. Interpretation of provisions of the Regulation by lawyers from this part of Europe enhances the scope of legal argument both in the economic sphere and in the sphere of justice. With its detailed and in-depth description of international jurisdiction, recognition, and universal and territorial effects of insolvency proceedings, this practical book will be welcomed by counsel to business persons conducting international activity, trustees in bankruptcy, tax advisers, court enforcement officers, academics dealing with insolvency law, banks dealing with the collection of receivables, and debt collection companies. In addition, as a contribution to the debate on the optimal model for the international consequences of insolvency proceedings, its discussion of issues related to national jurisdiction, bankruptcy and restructuring of groups of companies, and international judicial cooperation will be particularly valuable for researchers.

Since 2001, the United Nations Department of Economic and Social Affairs (DESA), Division for Public Administration and Development Management (DPADM) has published the United Nations E-Government Survey (“the Survey”). Now in its ninth edition, the Survey provides an analysis of emerging public administration trends and issues and of how e-government can support the realization of the internationally agreed development agenda and goals. The Survey offers insights about common challenges, broad trends and different strategies in e-government development among regions and across countries. By tracking the progress of countries globally over time, the Survey seeks to better understand the challenges and opportunities that the Member States face in developing their e-government programmes.

Disability-inclusive development is an essential condition for a sustainable future. In 2015, the United Nations adopted the 2030 Agenda for Sustainable Development, pledging to leave no one behind in the global efforts to realize the 17 Sustainable Development Goals. Without the world's one billion persons with disabilities - 15% of the world population - being included as both agents and beneficiaries of development, these Goals will never be achieved. Yet, persons with disabilities are still invisible and often left behind. This United Nations flagship report is the first publication to address, at the global level, the nexus between disability and the Sustainable Development Goals. It is also the first global analysis based on an unprecedented amount of data, legislation and policies from over 100 countries to understand the socio-economic circumstances of persons with disabilities and the challenges and barriers they face in their daily lives. This report examines new areas, like the role of access to energy to enable persons with disabilities to use assistive technology, for which no global research was previously available. And explores the linkages between the Sustainable Development Goals and the Convention on the Rights of Persons with Disabilities as well as other international relevant norms and standards relating to disability. Against the backdrop of all the available evidence, the report identifies good practices and recommends urgent actions to be taken for the achievement of the Sustainable Development Goals by, for and with persons with disabilities.
