India S Nuclear Fuel Cycle

An analysis of the current (February 2009) status and future potential of India's nuclear fuel cycle is presented in this book. Such a fuel cycle assessment is important, but relatively opaque because India regards various aspects of its nuclear fuel cycle as strategically sensitive. Any study therefore necessarily depends upon reverse calculations based on the information that is available, expert assessments, engineering judgment and anecdotal information. In this work every effort is made to provide transparency to these foundations, so that changes can be made in light of alternative expectations or subsequent information. This book should be of interest to policy experts, governmental specialists, technologists, nuclear technologists, and others seeking to understand and explain the associated facts and potential consequences of the recent U.S.-India civil nuclear accord. In the prevailing international security situation, the world community, including India believes nuclear security must be conferred high priority for global peace and security. As a responsible member of this community, India finds itself prioritising this aspect more than ever before. The volume is a revisit of the Indian nuclear discourse. The present book describes the various processes involved in different stages of the entire nuclear fuel cycle, which include exploration of uranium, thorium, and other nuclear materials, mining and milling of ores, conversion of the separated nuclear material into nuclear grade, fabrication of different types of nuclear fuels and their physical as well as chemical quality control, thermodynamics of the interaction among fuel and fission products during reactor operation, post irradiation examination, spent fuel reprocessing, radioactive waste management, accounting and control of nuclear materials, and safety aspects involved in handling and transportation of nuclear materials. The book provides the fundamental knowledge to the practicing nuclear scientists and engineers, young researchers, and postgraduate students interested in pursuing a career in nuclear industry in general and those engaged in human resource development in the field of nuclear science and technology in particular. It can also be prescribed as a textbook for a course on nuclear fuel cycle at postgraduate level.

India is one of the world’s fasted growing economies and, consequently, energy markets. It is confronted with the challenge of closing the vast gap between energy demand and supply and additionally considering climate change. Currently, India’s energy mix is dominated by fossil fuels such as oil and coal, which has to be imported and makes the country dependent on global price fluctuations. Nuclear power is an energy resource that could increase India’s energy security and fulfil the needs of guaranteeing both economic growth and environmental sustainability for India. This paper analyses India’s Nuclear Energy Policy, its three stage nuclear plan and its historical development. Due to lacking civil nuclear cooperation with other countries and few uranium reserves of bad quality, India was not able to develop and unfold its nuclear program over the last decades. An important step towards a larger share of nuclear power has been the Indo-US nuclear deal, which the Indian government appreciates very much, as it opened up trade options for technology and fuel for India. Morever, this paper focuses on legal issues concerning nuclear energy, its advantages and disadvanteges and will also give critique on the implementation and integration of the policy. It will conclude that nuclear energy has a lot of obstacles, but is an important alternative option for India to become independent from fossil fuels.
