Excerpt from Fatigue and Efficiency: A Study in Industry As I turn from my laboratory to consider in what words I may fittingly introduce Miss Goldmark's admirable book, two thoughts that have often been with me come to me again. The first is, that among the many conditions of human life which may be classed as causes of misery, there is none more potent than the failure of men to live in accordance with physiological laws. Many men fail so to live because of ignorance; many for the reason that even though knowledge be present, desire is defeated by the fact that within their chosen sphere of labor they are not free agents. If this cause of misery is to be removed, there is needed first of all a knowledge of what is physiological. Like other men of science, the physiologist is too often content to spend his time in seeking, to which is added the occasional greater pleasure of finding. He tells his discoveries to his colleagues in the language common to both, but too often he does not interpret them to the people; and thus he lets the world at large remain in its ignorance and misery. Even more rarely does he venture to instruct those who shape the conditions under which multitudes of the people live. But he gladly welcomes the services of those individuals who understand physiological laws and their bearing upon human life, and are capable of bringing this knowledge convincingly home to those who are most in need of it. The second thought that comes back to me is this: Industrialism has been quick to accept the achievements of science in inanimate things, but slow to recognize the teachings of physiology with regard to the man himself. Methods and machines have been revolutionized, but the human element has not yet been eliminated. The man or woman or child is still essential to the method and the machine, and while the inanimate agent demands more and more of him, his fundamental physiological powers are probably not so very different from what they were when he built the pyramids and made papyrus. Hence we are able to formulate the following rules for our guidance in respect to the output of industrial workers. 25 p 1 1 1 1--WEIGHT IN POUNDS fv r.2f-Variation in weight. (1) In a group of experienced industrial workers, all of whom are doing their best, it will inevitably be found that there are distinct variations in skill, and in magnitude of output. (2) If a large number of (hourly) output values are sorted out, according to their magnitude, it will be found that the highest and the lowest values occur infrequently, the moderately high and moderately low values occur with moderate frequency, and the medium values occur with considerable frequency. (3) Any substantial departure from this distribution of output values is due to some limitation of output. Such limitation may be of mechanical origin, but it is usually due to the volition of the workers, i.e., it is an intentional limitation. These rules form the basis of the method I have suggested1 for testing the presence or absence of intentional limitation of output in industrial workers. Output Free From Limitation I have applied the frequency curve method to a large number of output data, and I will first describe some of the results which show no indication of any intentional restriction of output. Excerpt from The Human Machine and Industrial Efficiency Most of the substance of this little book constituted the two Cutter Lectures on Preventive Medicine and Hygiene, which were given at the Harvard Medical School, April 25 and 26, 1918, under the title "Industrial Efficiency and the War." Many of the facts here presented relate to war industries, but they are none the less pertinent as illustrating the principles enunciated; and even if interest in the facts dies out, the principles, it is hoped, will survive and receive attention long after the war has ended. I believe fully that any activity in which the human body plays so large a part as it does in industry must be organized on a physiological basis before the highest degree of efficiency can be secured. In the field of human activity here discussed a science of industrial physiology must come into being, a science of the human machine in industry, and this must be developed largely within industrial establishments themselves.
