Innovative Markets For Sustainable Agriculture

Between 2013 and 2015, the Food and Agriculture Organization of the United Nations (FAO) and the French National Institute for Agricultural Research (INRA) undertook a survey of innovative approaches that enable markets to act as incentives in the transition towards sustainable agriculture in developing countries. Through a competitive selection process, 15 cases from around the world provide insights into how small-scale initiatives that use sustainable production practices are supported by market demand, and create innovations in the institutions that govern sustainable practices and market exchanges. These cases respond to both local and distant consumers’ concerns about the quality of the food that they eat. The book evidences that the initiatives rely upon social values (e.g. trustworthiness, health [nutrition and food safety], food sovereignty, promotion of youth and rural development, farmer and community livelihoods) to adapt sustainable practices to local contexts, while creating new market outlets for food products. Specifically, private sector and civil society actors are leading partnerships with the public sector to build market infrastructure, integrate sustainable agriculture into private and public education and extension programmes, and ensure the exchange of transparent information about market opportunities. The results are: (i) system innovations that allow new rules for marketing and assuring the sustainable qualities of products; (ii) new forms of organization that permit actors to play multiple roles in the food system (e.g. farmer and auditor, farmer and researcher, consumer and auditor, consumer and intermediary); (iii) new forms of market exchange, such as box schemes, university kiosks, public procurement or systems of seed exchanges; and (iv) new technologies for sustainable agriculture (e.g. effective micro-organisms, biopesticides and soil analysis techniques). The public sector plays a key role in providing legitimate political and physical spaces for multiple actors to jointly create and share sustainable agricultural knowledge, practices and products.

This study offers a unique approach to understanding how markets are constructed for agroecological products while also supporting small-scale actors in their existing agroecology production and marketing strategies.

Agricultural innovation has played a critical role in the economic transformation of developing East Asian countries over the past half century. The Green Revolution—in the form of modern seed varieties, chemical fertilizers, pesticides, and modern machinery—has contributed to increased crop yields and farm incomes, and decreased poverty across the region. Although policy makers’ traditional focus on expanding and intensifying agricultural production has brought many benefits, the focus on productivity has come at a rising cost. The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.

"The EU-funded project "Sustainable Consumption Research Exchanges" (SCORE!) consists of around 200 experts in the field of sustainable innovation and sustainable consumption. The SCORE! philosophy is that innovation in SCP policy can be achieved only if experts that understand business development, (sustainable) solution design, consumer behaviour and system innovation policy work together in shaping it. Sustainable technology design can be effective only if business can profitably make the products and consumers are attracted to them. To understand how this might effectively happen, the expertise of systems thinkers must be added to the mix. The publication in 2008 of System Innovation for Sustainability 1 was the first result of a unique positive confrontation between experts from all four communities. It examined what SCP is and what it could be, provided a state-of-the-art review on the governance of change in SCP policy and looked at the strengths and weaknesses of current approaches. System Innovation for Sustainability 3 is the second of three books of case studies covering respectively the three key consumption areas of mobility, food and agriculture, and energy use and housing – responsible for 70% of the life-cycle environmental impacts of Western societies – with the aim of stimulating, fostering or forcing change to SCP theory in practice. The availability of healthy food for all is a basic human need. Yet, primarily due to higher food prices, the overall number of undernourished people in the world increased from 923 million in 2007 to 963 million in 2008 – the vast majority of whom live in developing countries. Experts estimate that close to half of the human impact on the environment is directly or indirectly related to food production and consumption. Food production, distribution, consumption and disposal are important in terms of land and resource use, pollution and emissions, biodiversity and landscape design. Also of key importance are health issues and issues surrounding the satisfaction of citizens' basic needs: more than 200 million adults in the European Union are overweight or even obese due to unhealthy diets and too little exercise. Sustainability issues are now clearly on the agenda for food producers and market actors, politicians and regulators, as well as being increasingly important in the decisions consumers make about food. A large number and variety of efforts to stimulate sustainability have been instigated and numerous studies, research programmes and publications have addressed such issues. Agri-food issues have also been prominent in the evolving definition of what sustainability means. This book focuses largely on providing answers to the question of how food production and consumption systems can stay within the limits of the carrying capacity of our natural environment. But it also considers the challenges of food security and nutrition in the context of sustainability and a growing world population. The book first analyses the state of the art in sustainable agriculture and food production in Europe. Eleven case studies follow, examining issues such as food policy, greening mainstream agricultural systems, organic farming, farmers' markets, sustainable food networks, eco-labelling, consumer behaviour, slow food and fair trade. Finally, a concluding chapter summarises what has been learned by the 60-plus experts active in the SCORE! food project. In brief: bottom-up and top-down processes have to be linked, industrialised nations must reduce their meat consumption, and agriculture should become a multifunctional sustainable system not only producing food but also delivering other services such as energy and material production, CO2 storage and recreation – which would have the added benefit of improving farmers' socioeconomic situations. The State of Agricultural Commodity Markets 2020 (SOCO 2020) aims to discuss policies and mechanisms that promote sustainable outcomes – economic, social and environmental – in agricultural and food markets, both global and domestic. The analysis is organized along the trends and challenges that lie at the heart of global discussions on trade and development. These include the evolution of trade and markets; the emergence of global value chains in food and agriculture; the extent to which smallholder farmers in developing countries participate in value chains and markets; and the transformative impacts of digital technology on markets. Along these themes, SOCO 2020 discusses policies and institutions that can promote inclusive economic growth and also harness markets to contribute towards the realization of the 2030 Agenda and its Sustainable Development Goals.
