Inside European Parliament Politics

This book explains when and how interest groups are influential in the European Parliament, which has become one of the most important lobbying venues in the EU. Yet we know little about the many ways in which interest groups and lobbyists influence parliamentary politics. The author offers insights on four key cases of lobbying, based on the analysis of EU documents, lobbying letters, and 150 interviews. She argues that lobbying success depends on a number of factors, most notably the degree of counter-lobbying, issue salience, and committee receptiveness. These factors are brought together in the framework of “Triple-I” - interests, issues, and institutions – to determine the success or failure of lobbying. This book will be of use to students and scholars interested in EU politics and governance, EU decision-making, and interest group politics, along with policy-makers and practitioners.

This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

The study of the informal dimension of EU politics is more important than ever in order to understand how the EU system works. This book presents an innovative and original study on informal cross-party, cross-committee groupings in the European Parliament, so-called Intergroups. Building on extensive fieldwork, including semi-structured interviews and observations, this study shows how parliamentarians of the seventh European Parliament (2009-2014) gain a variety of social resources, such as social, informational and political capital, in Intergroups, which they subsequently mobilise to foster opinion-formation across political groups and parliamentary committees, and to shape the EP’s agenda and policy outcomes. Drawing on an interdisciplinary, Bourdieusian-inspired framework, this book makes a valuable contribution to sociological approaches in European integration studies. It considers why and how the Parliament has managed to gain formal and informal powers in this wide variety of cases. The book provides a systematic and comparative analysis of the European Parliament’s formal and informal empowerment in two broad sets of cases: on the one hand, it examines the EP’s empowerment since the Treaty of Rome in three areas that are characteristic of parliamentary democracies, namely legislation, the budget, and the investiture of the executive. On the other hand, it analyses the European Parliament’s role in highly politicised policy areas, namely Economic and Monetary Governance and the shaping of EU trade agreements.

This book examines and investigates the legitimacy of the European Union by acknowledging the importance of variation across actors, institutions, audiences, and context. Case studies reveal how different actors have contributed to the politics of (re)legitimating the European Union in response to multiple recent problems in European integration. The case studies look specifically at stakeholder interests, social groups, officials, judges, the media and other actors external to the Union. With this, the book develops a better understanding of how the politics of legitimating the Union are actor-dependent, context-dependent and problem-dependent. This book will be of key interest to scholars and students of European integration, as well as those interested in legitimacy and democracy beyond the state from a point of view of political science, political sociology and the social sciences more broadly.

At the national level, political parties play an important role in making representative democracy work. They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as ‘transmission belts’ ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Finally, the volume covers all European institutions: the Commission, the Council of the European Union, the European Council and the European Parliament. The findings enhance our understanding of the workings of decision-making in Brussels, add to the debate on the EU democratic deficit, and highlight the usefulness of drawing upon insights from the literature on Comparative Politics when studying the European Union. This book was published as a special issue of the Journal of European Public Policy.

This open access book provides the first ever authoritative collection of scholarly insights, based upon original research, into the political groups of the EP tackling the fundamental changes since the Lisbon Treaty and the upsurge of radical right parties. It analyses political groups and their importance from multiple perspectives critically assessing their role and significance in EU politics. Each chapter is authored by leading scholars in the field, working on key topics in relation to political groups: political group formation and function, their role in parliamentary and EU policy-making, the way that Eurosceptic MEPs influence (or not) the Parliament, and the nature and form of interactions with external actors. In doing so, each chapter opens hitherto unexplored ‘black boxes’ in the political work of the EP, such as the internal practices of, and power relations within the political groups, and informal arenas of intra-group decision-making.
