International Perspectives on Public Administration uses civilizational theory for grouping and analyzing systems of public administration in different countries around the world, thus offering a global perspective which reveals how different systems may be divided by cultural borders of the modern day. The author uses different scientific disciplines — namely political theory, political philosophy, law and economics — to offer comparative analyses of the genesis and development of public administration systems in the Western, Orthodox, Islamic, Confucian, Hindu, Buddhist, Japanese and African civilizations, together with reviewing their experience in application of the most modern and progressive practices of public management. This book will be of great interest to students and scholars of public administration, political science, public management, public policy, and civilizational theory.

This new book is the result of an international research project that spanned nearly a decade. Authors from a half-dozen countries discuss women's roles in public administration in the context of their overall participation in the labor force. Women and Public Administration presents some astounding results derived from the authors’research into a particular country's government, politics, and the role of women in that country. The authors, women born and currently living in India, Bulgaria, the Netherlands, Germany, Finland, and the United States, discuss four main topics: the number and level of female civil servants in the highest ranks of at least two bureaucracies, one concerned with traditionally female roles and one concerned with traditionally male roles; the career histories of these women; an institutional description of women in public bureaucracies; and the perceptions of women in public administration concerning discrimination and equality policies. This important book also describes historical, demographic, economic, and governmental information and women's views of barriers, access to training and advancement, and the general social climate for women employees at various levels within the bureaucracies. Researchers, aware of cultural and language differences and the dangers of imposing a Western model on non-Western cultures, used questionnaires and interviews to obtain much of the information for this study. Each country has its own unique story involving history, the structure of the labor market, the organization of government, and the socialization patterns of the culture, as well as the current patterns of interaction between men and women and current public policies affecting these matters. Women and Public Administration contains much valuable information for everyone interested in women's roles in bureaucracies around the world.

Written by two authors with a wide range of experience in international affairs, this introductory text addresses both the commonalities and diversity of administrative practice around the world, including a succinct but thorough overview of PA in the United States. It combines solid conceptual foundations with strong coverage of nuts-and-bolts "how to" topics, such as personnel management, procurement, and budgeting, and covers both developed countries and developing and transitional economies. The book's chapters are organized into four major sections: government functions and organization; management of government activity; interaction between government and citizens; and prospects of administrative reform. Plentiful illustrations and examples throughout the book, and "What to Expect" sections and discussion questions in each chapter, make this an ideal text for any PA course that takes a global perspective.

Essential reading for policy makers, institutional leaders, managers, advisors, and scholars in the field of higher education, International Perspectives on the Governance of Higher Education analyzes how the governance of higher education systems has evolved in recent years. This volume is an authoritative overview with contributions from authors from the U.K., the Netherlands, Denmark, Portugal, Norway, Italy, Ireland, Austria, Germany, Canada, the U.S. and Australia. Comprehensive in coverage, this volume explores how the use of disciplinary approaches and frameworks, particularly from political science, public administration and public policy help us to understand better the coordination of higher education systems. This is an arduous but gratifying challenge, given the current complexity of multi-actor and multi-level steering in higher education, rife with unintended outcomes and unanticipated dynamics. The edited volume looks to: The role of government, market and network steering in higher education systems. Governance in the knowledge society. How the use of disciplinary approaches help to better understand the steering policy processes and outcomes in higher education. Empirical studies exploring governance issues across systems and over time within systems.

Not all collections of an author’s past works need be a dull revisitation of the best-forgotten. This book brings together Charles T. Goodsell’s works on public administration, some of which are of ancient vintage or go outside the field for inspiration, possibly earning the appellation ‘outlandish’. Such essays draw from fields including symbol analysis, theory of art, room phenomenology, and theories of public space. The book also deals with more orthodox topics, such as bureau culture, government contracting, and the early New Deal. The author’s methodological biases, placed in full view, will assure controversy. The book ends by encouraging young new scholars to have fun by picking unusual topics and treating them at a fresh angle.
