International Politics And Inner Worlds

This book takes radical aim at the conventional conduct of international relations analysis. It reexamines the role of ideas, the usefulness of psychoanalysis, the rage for and at rational choice, the influence of the public on foreign policy, counterinsurgency evangelism, and development orthodoxies at the national and genetic levels. Drawing a bead on conceptual blind spots prevalent both inside and outside the academy, the book urges scholars to reflect on how inner worlds shape the actions of their subjects—and their own research analyses, as well.

Psychoanalysis, Society, and the Inner World explores ideas from psychoanalysis that can be valuable in understanding social processes and institutions and in particular, how psychoanalytic ideas and methods can help us understand the nature and roots of social and political conflict in the contemporary world. Among the ideas explored in this book, of special importance are the ideas of a core self (Heinz Kohut and Donald Winnicott) and of an internal object world (Melanie Klein, Ronald Fairbairn). David Levine shows how these ideas, and others related to them, offer a framework for understanding how social processes and institutions establish themselves as part of the individual’s inner world, and how imperatives of the inner world influence the shape of those processes and institutions. In exploring the contribution psychoanalytic ideas can make to the study of society, emphasis is placed on post-Freudian trends that emphasize the role of the internalization of relationships as an essential part of the process of shaping the inner world. The book’s main theme is that the roots of social conflict will be found in ambivalence about the value of the self. The individual is driven to ambivalence by factors that exist simultaneously as part of the inner world and the world outside. Social institutions may foster ambivalence about the self or they may not. Importantly, this book distinguishes between institutions on the basis of whether they do or do not foster ambivalence about the self, shedding light on the nature and sources of social conflict. Institutions that foster ambivalence also foster conflict at a societal level that mirrors and is mirrored by conflict over the standing of the self in the inner world. Levine makes extensive use of case material to illuminate and develop his core ideas. Claims of inter-state ‘specialness’ are commonplace in international politics. But how do some relationships between states come to be seen and categorized as ‘special’ in the first place? And what impact, if any, do recurring public representations of specialness have on states’ political and diplomatic interaction? While much scholarly work exists on alleged instances of special relationships, and on inter-state cooperation and alliances more generally, little systematic and theory informed research has been conducted on how special relationships evolve and unfold in practice. This book offers such a comprehensive study. Theorizing inter-state relations as ongoing social processes, it makes the case for approaching special relationships as constituted and upheld through linguistic representations and bilateral interaction practices. Haugevik explores this claim through an in-depth study of how the bilateral relationship most frequently referred to as ‘special’ – the US-British – has unfolded over the last seventy years. This analysis is complemented with a study of Britain’s relationship with a more junior partner, Norway, during the same period. The book offers an original take on inter-state relations and diplomacy during the Cold War and after, and develops an analytical framework for understanding why some state relationships maintain their status as ‘special’, while others end up as ‘benignly neglected’ ones.

Building on the concept of depoliticization, this book provides a first systematic analysis of International Organizations (IO) apolitical claims. It shows that depoliticization sustains IO everyday activities while allowing them to remain engaged in politics, even when they pretend not to. Delving into the inner dynamics of global governance, this book develops an analytical framework on why IOs "hate" politics by bringing together practices and logics of depoliticization in a wide variety of historical, geographic and organizational contexts. With multiple case studies in the fields of labor rights and economic regulation, environmental protection, development and humanitarian aid, peacekeeping, among others this book shows that depoliticization is enacted in a series of overlapping, sometimes mundane, practices resulting from the complex interaction between professional habits, organizational cultures and individual tactics. By approaching the consequences of these practices in terms of logics, the book addresses the instrumental dimension of depoliticization without assuming that IO actors necessarily intend to depoliticize their action or global problems. For IO scholars and students, this book sheds new light on IO politics by clarifying one often taken-for-granted dimension of their everyday activities, precisely that of depoliticization.
