International Secretariats

Providing a comprehensive overview of two centuries of international civil servants and international secretariats, this book reveals how international secretariats have emerged and evolved, focusing on both structures (international public administrations) and the practitioners (international civil servants). Reinalda explores the history and development of international secretariats and international civil servants, starting with the Congress of Vienna (1814–1815), when the first international organization was established in the form of a river commission for the navigation of the Rhine. Charting the development of international secretariats through the nineteenth century – the League of Nations, the United Nations, and the United Nations System with its many specialized agencies, the author explains why NATO (North Atlantic Treaty Organization) and the OECD (Organisation for Economic Co-operation and Development) have strong, rather than weak, international secretariats, and shines a light on the registries of international courts and tribunals. International public servants and their far-reaching secretariats receive little press attention when nation-states take the spotlight in significant international events, which is why author John Mathiason and others commonly refer to them as invisible. But secretariats’ activities are constantly shaping the course of history with inspectors determining whether uranium enrichment in Iran is for peaceful purposes, maintaining surveillance on a possible bird flu epidemic (the World Health Organization), raising alarms about starvation in Zimbabwe (the World Food Programme), or passing judgment on former heads of state and military officers in the Balkans (the United Nations war crimes tribunal). Having served as a member of the United Nations Secretariat for 25 years, author John Mathiason offers a unique behind-the-scenes view, taking readers through of the life and duties of an international public servant. Through personal accounts and extensive knowledge of a variety of international organizations, Mathiason covers the implications of being an influential, but "invisible" entity. He charts the difficulties in documenting scope and accountability, the issues such as disarmament, human rights, and environmental protection that he encountered while serving at the secretariat and charts the history of these dynamic and expansive entities present in every crucial event of the past century. This thoroughgoing study of international secretariats might be entitled "What the International Civil Servant Really Does," as opposed to what he or she should do or is believed to do. The author interviewed international officials, studied the documents of the agencies involved, and reviewed the relevant literature in an intensive investigation of the political role played by international secretariats of United Nations organizations. He suggests that various factors are involved in determining the role of these secretariats—size, types of functions, the degree of control exercised by member governments, the relative technical expertise of these governments and secretariat officials, the personalities of these officials. An original conclusion is reached: civil services, at least at the international level, do not necessarily play a significant policy-making role in their organizations.
