Good Strategy/Bad Strategy clarifies the muddled thinking underlying too many strategies and provides a clear way to create and implement a powerful action-oriented strategy for the real world. Triple elimination of mother-to-child transmission (MTCT) of HIV, syphilis and hepatitis B virus (HBV) requires a person- centred service delivery approach that meets the needs of and supports the rights of women, newborns, children and families and requires building cross-programmatic efficiencies that leverage and strengthen existing platforms for HIV, syphilis and HBV prevention, testing, treatment and care. With the recent release of guidance for validation of triple elimination and the 2023 guidance on country validation of viral hepatitis elimination and the path to elimination, WHO and partners have developed an accompanying 4 pillars framework for triple elimination implementation. The new framework will guide efforts to expand the focus of service delivery from elimination of MTCT of HIV to triple elimination of HIV, syphilis and HBV. The 4 pillars are: 1. Primary prevention of infection and vertical transmission; 2. SRH linkages and integration; 3. Essential maternal EMTCT services; and 4. Infant, child and partner services.

​Against the background of the financial-cum-sovereign debt crisis, government debt managers are currently faced by a challenging environment. One key element in that respect is the analysis and forecast of interest rates, which is important for achieving the strategic objective of low borrowing costs. Anja Hubig develops a new mathematical method to estimate the term structure of interest rates, that is adopted to describe the term structure dynamics within a stochastic setting. The introduced model is capable to capture the complex behavior of the entire yield curve with a reduced set of parameters. It essentially ensures a comprehensive analysis of the costs and risks associated with individual funding strategies, and thus effectively supports the selection of a long-term optimal debt portfolio composition.

In this study of electronic systems in government, case studies are used to compare e-government across 21 countries. The goal of the research to see if there is a global convergence in the way governments use electronic information—and the findings suggest that most countries have much in common. In particular, concepts regarding service delivery, internal and external efficiency, and government networking were found to be similar across the sample governments.

WHO seeks to advance the development and deployment of new TB vaccines to prevent TB disease, with a focus on adolescents and adults in whom 90% of TB disease occurs. With new TB vaccines in the development phase, their effectiveness and the strategy for their integration will need to be determined in the context of in-country epidemiology and existing national TB control interventions. Anticipating and addressing the opportunities and challenges of vaccine delivery in different country contexts must start now in parallel to assure the implementation of successful vaccines as rapidly as possible. The ‘WHO framework to prepare for Country Introduction of New TB Vaccines for Adults and Adolescents’ intends to facilitate the planning, investments, and preparation for the rapid introduction and scale-up of TB vaccines for adults and adolescents so that they are available such that new vaccines are manufactured with sufficient, sustainable and timely supply; accessible, with equitable delivery aimed at all who could benefit and accepted, so that end-users, healthcare workers, and policy makers ́ requirements are met. This framework has been developed by an expert advisory group and through public consultation, and intentionally focuses on activities at a national level while also highlighting the global and regional activities that need to occur in tandem to accelerate equitable introduction and scale-up.
