Irrigation Governance Challenges In The Mediterranean Region Learning From Experiences And Promoting Sustainable Performance

This book aims at deriving governance and sustainability lessons from analysing the implementation and management of some major irrigation programs in the Mediterranean Region. Eight countries are targeted, namely: Spain, Italy, Albania, Turkey, Jordan, Egypt, Tunisia and Morocco. The main focus programs include the modernisation and rehabilitation of the existing irrigation systems, the transfer of irrigation management responsibilities to water users’ organizations, public private partnerships arrangements, the monitoring & evaluation of participatory irrigation management and transfer processes, and the governance of groundwater resources for irrigation. The adopted approach relies on learning from the value of each single experience, and on advancing solutions that emerge from their comparative analysis and that may be of guidance to those engaged in these programs. The country experiences indicated that often times, significant shortcomings in the implementation of these programs have occurred and hopefully, this book could be a source of inspiration for the corrective actions needed.

Despite massive infrastructure investments, countries in the Middle East and North Africa (MENA) region continue to face unprecedented water scarcity due to climate change, population growth, and socioeconomic development. Current policy regimes for managing water across competing needs are primarily determined by state control of large infrastructure. Policy makers across the region understand the unsustainability of water allocations and that increasing investments in new infrastructure and technologies to increase water supply place a growing financial burden on governments. However, standard solutions for demand management—reallocating water to higher value uses, reducing waste, and increasing tariffs—pose difficult political dilemmas that, more often than not, are left unresolved. Without institutional reform, the region will likely remain in water distress even with increased financing for water sector infrastructure.The Economics of Water Scarcity in the Middle East and North Africa: Institutional Solutions confronts the persistence and severity of water scarcity in MENA. The report draws on the tools of public economics to address two crucial challenges facing states in MENA: lack of legitimacy and trust. Evidence from the World Values Survey shows that people in the region believe that a key role of government is to keep prices down and that governments are reluctant to raise tariffs because of the risk of widespread protests. Instead of avoiding the “politically sensitive†? issue of water scarcity, this report argues that reform leaders and their external partners can reform national water institutions and draw on local political contestation to establish a new social contract. The crisis and emotive power of water in the region can be used to bolster legitimacy and trust and build a sustainable, inclusive, thriving economy that is resilient to climate change.

The First Mediterranean Assessment Report (MAR1) prepared by the independent network of Mediterranean Experts on Climate and environmental Change (MedECC) founded in 2015 was published in November 2020. MAR1 assesses the best available scientific knowledge on climate and environmental change and associated risks in the Mediterranean Basin in order to render it accessible to policymakers, stakeholders and citizens. The report has been written by 190 scientists from 25 countries, all contributing in individual capacity and without financial compensation. The report includes a Summary for Policymakers (SPM), which comprises the key messages of the MAR1. The UNEP/MAP – Barcelona Convention Secretariat, through its Plan Bleu Regional Activity Center, and the Secretariat of the Union for the Mediterranean work in partnership to support MedECC, and to contribute to establish a sound and transparent scientific assessment process.

Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. Shivakoti provide detailed analysis of these interventions and support the conclusion that farmers can build on an innovative intervention that not only provides physical improvements but also enhances farmers' problem-solving capacity.
