In 1940, Japan was into its third year of war with China, and relations with the United States were deteriorating, but it was a heady time for the Japanese nonetheless. That year, the Japanese commemorated the 2,600th anniversary of the founding of the Empire of Japan. According to the imperial myth-history, Emperor Jimmu, descended from the Sun Goddess Amaterasu, established the "unbroken imperial line" in 660 BCE. In carefully choreographed ceremonies throughout the empire, through new public monuments, with visual culture, and through heritage tourism, the Japanese celebrated the extension of imperial rule under the 124th emperor, Hirohito. These celebrations, the climactic moment for the ideology that was central to modern Japan's identity until the imperial cult's legitimacy was bruised by defeat in 1945, are little known outside Japan. Imperial Japan at Its Zenith, the first book in English about the 2,600th anniversary, examines the themes of the celebration and what they tell us about Japan at mid-century. Kenneth J. Ruoff emphasizes that wartime Japan did not reject modernity in favor of nativist traditionalism. Instead, like Nazi Germany and Fascist Italy, it embraced reactionary modernism. Ruoff also highlights the role played by the Japanese people in endorsing and promoting imperial ideology and expansion, documenting the significant grassroots support for the cult of the emperor and for militarism. Throughout human history, languages have been in competition with each other. As the world becomes more globalized, this trend increases. It affects the decision-making of those in positions of power and determines macro language policies and planning. Often decisions about language (or dialects or language variety) are related to usefulness - defined in terms of their pragmatic and commercial currency or their value as symbols of socio-cultural identity. Languages can be modes of entry into coveted social hierarchies or strongholds of religious, historical, technological and political power bases. Languages are seen now as commodities that carry different values in an era of globalization. This volume engages with language policies and positions in relation to the roles and functions these languages adopt. It examines the 'value' of languages, defined in terms of the power they have in the global marketplace as much as within the complex matrices of the local socio-politics. It is a fundamental human impulse to seek restitution or retribution when a wrong is done, yet individuals and societies assess responsibility and allocate punishment for wrongdoing in different ways. This book investigates how average citizens in the United States and Japan think about and judge various kinds of wrongdoing, how they determine who is responsible when things go wrong, and how they prefer to punish offenders. Drawing on the results of surveys they conducted in Detroit, Michigan, and Yokohama and Kanazawa, Japan, the authors compare both individual and cultural reactions to wrongdoing. They find that decisions about justice are influenced by whether or not there seems to be a social relationship between the offender and victim: the American tendency is to see actors in isolation while the Japanese tendency is to see them in relation to others. The Japanese, who emphasize the importance of role obligations and social ties, mete out punishment with the goal of restoring the offender to the social network. Americans, who acknowledge fewer "ties that bind" and have firmer convictions that evil resides in individuals, punish wrongdoers by isolating them from the community. The authors explore the implications of "justice among friends" versus "justice towards strangers" as approaches to the righting of wrongs in modern society. Their findings will be of interest to students of social psychology, the sociology of law, and Japanese studies.
