Key Issues In Agricultural Ethics

Agriculture is facing unprecedented scrutiny for its social and environmental impacts. Many of the key choices it must make are fundamentally about ethics. The Ethics of Agricultural Intensification: An Interdisciplinary and International Conversation Paul B. Thompson and John Otieno Ouko* Global agriculture faces a number of challenges as the world approaches the second decade of the third millennium. Predictions unilaterally indicate dramatic increases in world population between 2010 and 2030, and a trend in developing countries toward greater consumption of animal products could multiply the need for prod- tion of basic grains even further. Although global food production in 2000 was estimated to be adequate for the existing population, hunger and malnutrition are persistent problems that have led decision makers to recognize that increasing food production in specific regions may be the most effective way to address food se- rity for impoverished peoples. At the same time, there will need to be policy adju- ments that improve poor people’s access to current food supplies without simultaneously undercutting the ability of local producers to obtain needed cash income. What is more, the uncertain effects of global climate change on agricultural ecosystems complicate planning for this process, while poorly understood processes of globa- zation create additional unknowns from the side of social systems. In short, despite surpluses in many parts of the developed world, finding ways to increase food p- duction on both selected regional and a total global basis remains a priority for many farmers, policy makers and agricultural researchers.

Technological advances and organizational changes affecting agrifood systems in recent years have been radical and rapid; the repercussions, however, will be felt for a long time to come and the consequences may be irreversible. Whether these changes be as specific as individual food production techniques or as broad as the effects of globalization, they have refocused attention on age-old human values and fundamental human rights, including the right to adequate - and safe - food. The resulting controversies have brought to the fore a number of basic ethical concerns that are central to the global goals of world food security and sustainable rural development: the need for equitable participation, for example, that reconciles the interests of wealthy and less advantaged countries today while guaranteeing viable options for future generations; and the need to ensure broad-based involvement in decisions concerning technology development, particularly genetic engineering. The resolution of these issues demands careful reflection and constructive dialogue - the purpose of this new series on ethics in food and agriculture is to give impetus to that dialogue.

I write because I am concerned that I and my agricultural colleagues have avoided addressing the moral dimension of the environmental and social problems we have contributed to. I hope for an exchange of ideas about agriculture's moral dilemmas. I encourage my readers to engage in a collective conversation about the dilemmas and avoid remaining in what Merton calls "the collective arrogance and despair of his own herd." If those engaged in agriculture continue to ignore and fail to realize our common difficulties they will be addressed and resolved by societal pressure and political action, which may not yield the resolution we favor. The book's goal is not to resolve the moral dilemmas raised. It is to raise them and encourage thought and discussion. It will ask but not answer why nearly all involved in agriculture have not addressed the moral concerns voiced by the general public. The agricultural enterprise is committed to the benefits and future success of the present, very productive, chemical, capital, and energy intensive system, which is, in the minds of many, not sustainable. The internal justification invokes the moral claim that they feed the world's population. The question remains whether or not the prevailing moral justification of feeding the world is adequate given all the issues modern, developed country agriculture faces: pesticides in soil, water, and food, cruelty to animals, Biotech/GMO's, corporate agriculture, pollution by animal factory waste, exploitation of and cruelty to migrant labor.

Agriculture is the lifeblood of the majority of people in Africa. It is not just a provider of food, it is a way of life for rural people. Whilst subsistence farming is the most practiced form of agriculture, there are many parts of Africa where agriculture is highly developed and progressive. In many instances it is the very diversity of agricultural practices that raises complex problems and issues. These issues often manifest themselves in ways that create ethical dilemmas for farmers, policy-makers, academics, politicians and the general lay-person. In particular, the role of biotechnology in African agriculture has become a contentious issue. Some people hold the view that biotechnology will solve the food shortages experienced in many parts of Africa, however, there is an opposing viewpoint that Africa may become a dumping ground for technology that has not been acceptable in other parts of the world. The ethical issues in agriculture in Africa do not focus only on biotechnology. The role of nutrition in the persistence of HIV/AIDS is highly debated and sometimes controversial. Land-related issues also generate heated debates in communities and amongst policy-makers. The single core that runs through all of these and many other related issues is, what are ethically acceptable solutions to these problems? This book attempts, in simple, unambiguous terms, to discuss the most important issues in African agriculture that have an ethical thread.

This book brings together agricultural ethics scholars from the US, Japan and Taiwan to discuss crucial issues in agricultural ethics and sustainability ethics in comparative context. Agricultural ethics and sustainability ethics are wide-ranging and closely linked to environmental ethics, bioethics, virtue ethics, animal welfare, soil conservation, not to mention rural traditions and lifestyles. Six of the chapters cover historical traditions and values in Europe, the US and East Asia. Four of the chapters cover the role of virtue ethics in the analysis of agrarian and environmental ethics, agricultural biotechnology, food ethics, and alternative agriculture, respectively. Finally, two of the chapters cover field efforts of agricultural ethics involving preserving agricultural heritage and building consensus for sustainable farming, respectively. Although the papers are divided into three groups, their contents are interconnected and mutually informative.
