As the People's Liberation Army PLA continues to undergo a wide range of institutional and equipment changes, it garners much attention from think tanks, academics, and other militaries from around the world. While the organizational and technological changes of the PLA are certainly important and merit study, one aspect that often is overlooked is the 'softer' side, the people who actually operate that equipment, and occupy the positions that make up the organizations. This study focuses on the People of the People's Liberation Army. Without people, there is no army, and without highly trained people, there is no modern army. This is true not just for China, but for nations all over the world, the United States included. U.S. military periodicals and journals often feature articles and exposes detailing a myriad of 'people problems' facing the Department of Defense today. Obesity of potential recruits, low levels of civilian unemployment, and massive pilot shortage, are just a few of the challenges that the U.S. facing with recruiting, training, and retaining the best and brightest for the U.S. military. China's Communist Party faces many of the same challenges in trying to fill and maintain the ranks of the PLA; however, some are uniquely Chinese, and may come as a surprise to those not familiar with certain aspects of Chinese culture.

Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

All militaries have a responsibility to plan for contingencies, and China's military, the People's Liberation Army (PLA), is no exception. PLA contingency planning takes place primarily within the General Staff Department's (GSD's) First Department, also known as the GSD Operations Department. China's seven military regions participate in drafting and reviewing the plans relevant to their areas of responsibility, albeit under heavy supervision from the GSD. U.S. joint doctrine defines a contingency as "a situation that likely would involve military forces in response to natural and manmade disasters, terrorists, subversives, military operations by foreign powers, or other situations." U.S. doctrine distinguishes between deliberate planning (advance preparation of campaign and contingency plans in non-crisis situations) and crisis action planning (rapid planning in response to a developing incident or situation). Deliberate planning is typically used to develop campaign and contingency plans for a broad range of activities based on requirements identified in strategic guidance for military commanders. Crisis action planning is conducted with less advance warning (hours, days, or up to 12 months) and focuses on developing alternative courses of action or refining existing campaign or contingency plans to adapt to current circumstances. This edited volume examines the recalibration of the People’s Liberation Army’s (PLA) roles and missions in China’s domestic and foreign policymaking since Xi Jinping’s ascension to power in late 2012. This book explores how China’s growing military prowess, along with Beijing’s ongoing shift away from "keeping a low profile," owes much to the policies of the China’s Communist Party under Xi Jinping’s leadership. The chapters in the book share a central theme: the recalibration of the PLA roles and missions since Xi Jinping assumed the trifecta of party-state-military power. These contributions seek to explore in depth some of the key issues and scrutinize the enhancements in the PLA’s operational capabilities, both in terms of its hardware as well as its "heartware" – the human elements of its development such as operational culture and doctrine. In all, the chapters document the transformative change the PLA has undergone since the profound realization of its previous limitations vis-à-vis the United States’ advanced military operations of the previous century as well as pointing to continuity amid change. This book will be of much interest to students of strategic studies, Chinese politics, Asian security, defense studies, and international relations, in general.

The Chinese People's Liberation Army (PLA) is the largest army in the world. China is predicted to be on the brink of overtaking the USA as the world's largest economy, and China's military capabilities and global ambitions are the single greatest long-term pre-occupation of Western governments. The PLA has progressed steadily – if slowly – since its creation in 1949, from a mass army of unsophisticated infantry limited to 'human wave' tactics into a highly sophisticated force with wide capabilities. The most recent reforms (1989 to the present day) have been made possible by massive economic liberalization, and have seen not only the modernization of all the armed forces but the beginnings of global outreach, even including Chinese participation in UN peace-keeping missions to Africa, the Middle East, and Haiti. Featuring rare photographs and specially commissioned color artwork, this study explores the developing structure, organization, equipment, appearance, and character of the Chinese People's Liberation Army from its creation until today.
