Labour In Southeast Asia

Amarjit Kaur examines wage labour's role in economic growth and change in Southeast Asia since 1840. Her study focuses on globalization; the international division of labour and how transnational economic processes shaped and continue to shape labour systems. There are five main themes - labour processes, migration and labour systems; labour circulation or mobility; the gendered nature of labour relations; and, class consciousness, worker organization and labour standards. A wide-ranging study which will be of great interest to historians, economists and Asia specialists.

One of the primary objectives of the ASEAN Economic Community (AEC), established in 2015, was to boost skilled labor mobility within the region. This insightful book takes stock of the existing trends and patterns of skilled labor migration in the ASEAN. It endeavors to identify the likely winners and losers from the free movement of natural persons within the region through counterfactual policy simulations. Finally, it discusses existing issues and obstacles through case studies, as well as other sectoral examples.

In seeking to provoke debate, the book reveals the variety of experiences evident in countries and regions marked by capitalist and (post) socialist regulatory frameworks, and contrasting labour regimes, histories and cultures. The contributions show the importance of critically examining both the complex nature of global-local links and the particular ways economic processes are around the themes of labour regimes, labour processes, labour mobility and labour communities, the essays show how economic development is not only shaped by market forces but is also interlocked in systems of meaning.

Since the signing of the UN Trafficking Protocol, anti-trafficking laws, policies and other initiatives have been implemented at the local, national and regional levels. These activities have received little scholarly attention. This volume aims to begin to fill this gap by documenting the micro-processes through which an anti-trafficking framework has been translated, implemented and resisted in mainland and island Southeast Asia. The detailed ethnographic accounts in this collection examine the everyday practices of the diverse range of actors involved in trafficking-like practices and in anti-trafficking initiatives. In demonstrating how the anti-trafficking framework has become influential – and even over-determining – in some border sites and yet remains mostly irrelevant in others, the chapters in this collection explore the complex connections between labour migration, migrant smuggling and human trafficking.

This Element analyzes the economic and political forces behind the political marginalization of working-class organizations in the region. It traces the roots of labor exclusion to the geopolitics of the early postwar period when many governments rolled back the left and established labor control regimes that prevented the reemergence of working-class movements. This Element also examines the economic and political dynamics that perpetuated labor's containment in some countries and that produced a resurgence of labor mobilization in others in the 21st century. It also explains why democratization has had mixed effects on organized labor in the region and analyzes three distinctive “anatomies of contention” of Southeast Asia's feistiest labor movements in Cambodia, Indonesia, and Vietnam.

The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

Island Southeast Asia was once a thriving region, and its products found eager consumers from China to Europe. Today, the Philippines, Indonesia, and Malaysia are primarily exporters of their surplus of cheap labor, with more than ten million emigrants from the region working all over the world. How did a prosperous region become a peripheral one? In The Making of a Periphery, Ulbe Bosma draws on new archival sources from the colonial period to the present to demonstrate how high demographic growth and a long history of bonded labor relegated Southeast Asia to the margins of the global economy. Bosma finds that the region’s contact with colonial trading powers during the early nineteenth century led to improved health care and longer life spans as the Spanish and Dutch colonial governments began to vaccinate their subjects against smallpox. The resulting abundance of workers ushered in extensive migration toward emerging labor-intensive plantation and mining belts. European powers exploited existing patron-client labor systems with the intermediation of indigenous elites and non-European agents to develop extractive industries and plantation agriculture. Bosma shows that these trends shaped the postcolonial era as these migration networks expanded far beyond the region. A wide-ranging comparative study of colonial commodity production and labor regimes, The Making of a Periphery is of major significance to international economic history, colonial and postcolonial history, and Southeast Asian history.
