This report provides interim guidelines for the layaway and periodic inspection, maintenance, and repair of historic buildings on U.S. Army installations. It builds on previous facility layaway research by the U.S. Army Construction Engineering Research Laboratory (CERL) documented in CERL Technical Report M-91/23 (July 1991). This report describes the specific requirements for laying away historic buildings, providing guidelines for inspection and periodic maintenance and repair (M & R) for key building systems, components, and subcomponents. With its large industrial base of ammunition plants and arsenals, the Army has more ordnance manufacturing capacity than it needs.
