Lobbying Political Uncertainty And Policy Outcomes

This book analyses interest group communication strategies in parliamentary political systems, and considers how political uncertainty, which emerges from the political process, shapes interest group communication strategies. It develops a formal model of lobbying in a bicameral legislature with strong party discipline, and discusses why interest groups choose public or private communication channels to influence political bargaining. The book tests its hypothesis in different policy contexts, including lobbying on major legislation in the field of labour and social policy.

Lobbying is an integral part of the political reality of the European Union and a highly competitive and dynamic field of interest groups. This book takes a systematic look at lobbyists in order to broaden our understanding of the staff entrusted with the responsibility of influencing European politics. Who are the European lobbyists? What are their professional backgrounds, career patterns, practices, and beliefs? The study uses a sociological framework to explore the professionalisation and professionalism of the field across national proveniences, policy fields and interest groups, and develops a systematic analysis that considers three different dimensions: occupational patterns, shared knowledge and common convictions. Based on original research that combines in- depth interviews with survey data, European Lobbying demonstrates that European lobbying is a firmly established and highly professionalised métier. In an organisational field characterised by growth, pluralisation and increasing competition, the professional staff contributes to the homogenisation of European lobbying and the marginalisation of other, non- professionalised forms of interest representation. It will therefore appeal to scholars and students of sociology and politics with interest in European studies, European Union politics and the sociology of the professions. This book develops a new theory of collaborative lobbying and influence to explain how antipoverty advocates gain influence in American social policymaking.

This book analyses actual and potential normative (whether legislative or contractual) conflicts and complex transnational disputes related to state-controlled enterprises (SCEs) operations and how they are interwoven with the problem of foreign direct investment. Moreover, SCEs also fall within the remit of international political economy, international economics and other SCE-related fields that go beyond purely legal or regulatory matters. In this connection, research on such economic and political determinants of SCE’s operations greatly informs and supplements the state of knowledge on how to best regulate cross-border aspects of SCE’s and is also be covered in this book. The book also aims to analyse the “SCE phenomenon” which includes a wide panoply of entities that have various structures with different degrees of control by states at the central or regional level, and that critically discuss the above-mentioned overlapping legal economic and political systems which can emerge under various shades of shadows casted by governmental umbrellas (i.e., the control can be exercised through ownership, right to appoint the management, and special-voting-rights). The chapters in this book are grouped, so as to address cross-border investment by and in SCE, into four coherent major parts, namely --- (i) the regulatory framework of state capitalism: laws, treaties, and contracts; (ii) economic and institutional expansion of state capitalism; (iii) the accountability of state capitalism: exploring the forms of liabilities; and (iv) regional and country perspectives. Contributions address the core theme from a broad range of SCE and international economic regulations, including but not limited to competition law, WTO law, investment law, and financial/monetary law. They also cover the new emerging generation of Free Trade Agreements (EU-Vietnam FTA, EU China investment treaty, Regional Comprehensive Economic Partnership; and the coordination between treaty systems). The book is a valuable addition and companion for courses, such as international trade law, international law of foreign investment, transnational law, international and economic development, world politics, law of preferential trade agreements, international economics, and economics of development.

In recent decades Washington has seen an alarming rise in the number of "revolving door lobbyists"—politicians and officials cashing in on their government experience to become influence peddlers on K Street. These lobbyists, popular wisdom suggests, sell access to the highest bidder. Revolving Door Lobbying tells a different, more nuanced story. As an insider interviewed in the book observes, where the general public has the "impression that lobbyists actually get things done, I would say 90 percent of what lobbyists do is prevent harm to their client from the government." Drawing on extensive new data on lobbyists’ biographies and interviews with dozens of experts, authors Timothy M. LaPira and Herschel F. Thomas establish the facts of the revolving door phenomenon—facts that suggest that, contrary to widespread assumptions about insider access, special interests hire these lobbyists as political insurance against an increasingly dysfunctional, unpredictable government. With their insider experience, revolving door lobbyists offer insight into the political process, irrespective of their connections to current policymakers. What they provide to their clients is useful and marketable political risk-reduction. Exploring this claim, LaPira and Thomas present a systematic analysis of who revolving door lobbyists are, how they differ from other lobbyists, what interests they represent, and how they seek to influence public policy. The first book to marshal comprehensive evidence of revolving door lobbying, LaPira and Thomas revise the notion that lobbyists are inherently and institutionally corrupt. Rather, the authors draw a complex and sobering picture of the revolving door as a consequence of the eroding capacity of government to solve the public’s problems.

Firms are central to trade policy-making. Some analysts even suggest that they dictate policy on the basis of their material interests. Cornelia Woll counters these assumptions, arguing that firms do not always know what they want. To be sure, firms lobby hard to attain a desired policy once they have defined their goals. Yet material factors are insufficient to account for these preferences. The ways in which firms are embedded in political settings are much more decisive. Woll demonstrates her case by analyzing the surprising evolution of support from large firms for liberalization in telecommunications and international air transport in the United States and Europe. Within less than a decade, former monopolies with important home markets abandoned their earlier calls for subsidies and protectionism and joined competitive multinationals in the demand for global markets. By comparing the complex evolution of firm preferences across sectors and countries, Woll shows that firms may influence policy outcomes, but policies and politics in turn influence business demands. This is particularly true in the European Union, where the constraints of multilevel decision-making encourage firms to pay lip service to liberalization if they want to maintain good working relations with supranational officials. In the United States, firms adjust their sectoral demands to fit the government's agenda. In both contexts, the interaction between government and firm representatives affects not only the strategy but also the content of business lobbying on global trade.
