Local Content And Sustainable Development In Global Energy Markets

Multipolar governance permits a number of important states to have significantly more economic and political clout than others, but among them there is hardly any hierarchy. The new energy challenge, with its intricate socio-economic, ecological and international-political considerations, is a multi-dimensional, multi-level and multi-actor issue that requires a minimum of 'central' political steering, because neither the invisible hand of the market, nor unilateral or bilateral power politics are capable to bring about sustainable solutions. Global Energy Governance in a Multipolar World investigates the relationship between the emergence of a multipolar world order and the enormous challenges of global energy governance that the world is facing in the 21st century. It reflects on fundamental questions such as how the main consuming countries can avoid conflict over scarce resources, how they will cooperate to bring about open energy markets, energy conservation and efficiency, and how they can promote renewable energy sources.

A number of countries have recently discovered and are developing oil and gas reserves. Policy makers in such countries are anxious to obtain the greatest benefits for their economies from the extraction of these exhaustible resources by designing appropriate policies to achieve desired goals. One important theme of such policies is the so-called local content created by the sector—the extent to which the output of the extractive industry sector generates further benefits to the economy beyond the direct contribution of its value-added, through its links to other sectors. While local content policies have the potential to stimulate broad-based economic development, their application in petroleum-rich countries has achieved mixed results. This paper describes the policies and practices meant to foster the development of economic linkages from the petroleum sector, as adopted by a number of petroleum-producing countries both in and outside the Organisation for Economic Co-operation and Development. Examples of policy objectives, implementation tools, and reporting metrics are provided to derive lessons of wider applicability. The paper presents various conclusions for policy makers about the design of local content policies.

Although transitioning energy systems towards a low-carbon future is a core aspect of the SDGs, the International Energy Agency anticipates that oil and gas will remain a significant component of the global energy mix for some time. Host Government Instruments are tools which governments use to grant oil and gas companies permission to develop state-owned resources. In addition to bringing substantial resources into governments, these HGIs often also include environmental commitments as well as commitments to local hiring, stakeholder engagement, and investment in economic development programmes.
