Modern direct democracy has recently become an important element of political life in many countries. These developments can be observed at the national, regional, and local level of political systems. Participation and democracy in local political affairs play a major role in stabilising and developing democratic systems. This volume presents, for the first time, a broad basis of information on the wide variety of local institutions and practice of direct democracy in 19 countries. Direct democracy, or pure democracy, is a concept spreading throughout the world, now adopted by nearly 30 countries on the national level. While the concept is not new, it is important to investigate the current benefits or hinderances of direct democracy related to local governments so that they may be implemented further. Direct Democracy Practices at the Local Level deepens the knowledge of direct democracy in political science. This book explores how local governments utilize these instruments in international governments and analyzes a series of popular initiatives and local referenda to how successful these initiatives are. Covering topics such as religious rights, street committees, and climate change, this book is essential for political science students and professors, policymakers, faculty, local governments, academicians, and researchers in political science with an interest in direct democracy procedures in representative systems.

The European Union is grappling with a democracy problem. The succession of crises which have plagued the increasingly executive EU for years, has led to a rising cacophony of voices calling for fundamental change to the integration project. Yet despite the seismic shock of the Brexit referendum and the electoral upsets by nativist parties across the continent, few of the plans for EU reform include concrete proposals to reduce the age-old democratic deficit. This book is concerned with the two-pronged question of how the relationship between citizens, the state and EU institutions has changed, and how direct democratic participation can be improved in a multi-layered Union. As such, this edited volume focuses not on populism per se, nor does it deeply engage with policy and output legitimacy. Rather, the research is concerned with process and polity. Building on the notion of increasing social, economic and political interdependence across borders, this volume asks how a sense of solidarity and European identity can be rescued from the bottom up by politically empowering citizens to ‘take back control’ of their EU.

The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Nearly all Western and Central European local government systems have been reformed since the 1990's. Taking into account variations in historical and national context, the book looks for different ways of local government reform, their emphases and their divergent trajectories.

With the rise of direct-democratic instruments, the relationship between popular sovereignty and the rule of law is set to become one of the defining political issues of our time. This important and timely book provides an in-depth analysis of the limits imposed on referendums and citizens’ initiatives, as well as of systems of reviewing compliance with these limits, in 11 European states.
