Looting Africa

Despite the rhetoric, the people of Sub-Saharan Africa are become poorer. From Tony Blair's Africa Commission and the Make Poverty History campaign to the Hong Kong WTO meeting, Africa's gains have been mainly limited to public relations. The central problems remain exploitative debt and financial relationships with the North, phantom aid, unfair trade, distorted investment and the continent's brain/skills drain. Moreover, capitalism in most African countries has witnessed the emergence of excessively powerful ruling elites with incomes derived from financial-parasitical accumulation. Without overstressing the 'mistakes' of such elites, this book contextualises Africa's wealth outflow within a stagnant but volatile world economy.

This book argues that the fourth industrial revolution, the process of accelerated automation of traditional manufacturing and industrial practices via digital technology, will serve to further marginalise Africa within the international community. In this book, the author argues that the looting of Africa that started with human capital and then natural resources, now continues unabated via data and digital resources looting. Developing on the notion of "Coloniality of Data", the fourth industrial revolution is postulated as the final phase which will conclude Africa’s peregrination towards recolonisation. Global cartels, networks of coloniality, and tech multinational corporations have turned big data into capital, which is largely unregulated or poorly regulated in Africa as the continent lacks the strong institutions necessary to regulate the mining of data. Written from a decolonial perspective, this book employs three analytical pillars of coloniality of power, knowledge and being. Highlighting the crippling continuation of asymmetrical global power relations, this book will be an important read for researchers of African studies, politics and international political economy. Licence to Loot is a fast-paced, hard-hitting investigation into parastatal looting, written by journalist Stephan Hofstatter. At the centre of the story is Eskom, the largest power utility in Africa, which could determine the success or failure of South Africa's economy. Hofstatter's story begins in 2016, with the Guptas' controversial purchase of Optimum coal mine and Eskom chief executive Brian Molefe's key role in the deal. From there it takes the reader on a journey from secret meetings in London hotel rooms to a clandestinely purchased bolthole on a Dubai golf estate, uncovering the corrupt acquisition of a private jet along the way. From the diary entries of a Saxonwold security guard to first-hand accounts of backroom dealmaking, it traces the origins of a shadowy network between the Guptas and Eskom that ultimately allowed the family to extract billions of rands from the parastatal. Licence to Loot reveals the complicated deals and machinations underpinning state capture and the subsequent ministerial and board appointments that ceded the control of the country's parastatals, including Eskom, Transnet, SAA and Denel, to Gupta-linked moneymen. The book is particularly relevant in the current political climate as it focuses on the impact of state capture, not just its origins, and takes the story beyond the Zuma presidency.

Looting has become an increasingly popular concept in South Africa as an unsophisticated interpretation of ownership by "force" of property during periods of mayhem. However, looting is a complex concept whose origin spans a long history that cuts across time and space. In The Afrocentricity Trajectories of Looting in South Africa, edited by Mfundo Masuku, Dalifa Ngobese, Mbulaheni Obert Maguvhe, and Sifiso Ndlovu, contributors provide sophisticated analysis on the concept of "looting" and address nuances in the concept of looting, looking at links to spiraling inequality and poverty, racialization of property ownership, and skewed access and benefits of economic policies. As shown in this collection, looting has taken on a variety of political meanings: a challenge to the violence of racial capitalism, an alternative and accelerated path to justice, and a way to call attention to the reality of racial violence that is often ignored by the media, to name a few.
