Measuring The Science And Engineering Enterprise

The science and engineering enterprise has continued to evolve, responding over the last decade to increased economic globalization, a post-cold war military, federal budget fluctuations, and structural changes in the way science and engineering are conducted and innovations are adopted. This report suggests ways to revise the data collection activities of the Science Resources Studies Division (SRS) of the National Science Foundation to better capture the current realities of R&D funding and S&E human resources. The report's recommendations would improve the relevance of the data on graduate education, the labor market for scientists and engineers, and the funding and conduct of research and development, and thus better meet the data needs of policymakers, managers, and researchers.

The National Science Foundation's National Center for Science and Engineering Statistics (NCSES), one of the nation's principal statistical agencies, is charged to collect, acquire, analyze, report, and disseminate statistical data related to the science and engineering enterprise in the United States and other nations that is relevant and useful to practitioners, researchers, policymakers, and to the public. NCSES data, based primarily on several flagship surveys, have become the major evidence base for American science and technology policy, and the agency is well respected globally for these data. This report assesses and provides guidance on NCSES's approach to measuring the science and engineering workforce population in the United States. It also proposes a framework for measuring the science and engineering workforce in the next decade and beyond, with flexibility to examine emerging issues related to this unique population while at the same time allowing for stability in the estimation of key trends

This Proceedings of a Workshop summarizes the presentations and discussions at the Workshop on the Implications of Convergence for How the National Center for Science and Engineering Statistics (NCSES) Measures the Science and Engineering Workforce, which was held virtually and livestreamed on October 22-23, 2020. The workshop was convened by the Committee on National Statistics to help NCSES, a division of the National Science Foundation, set an agenda to inform its methodological research and better measure and assess the implications of convergence for the science and engineering workforce and enterprise. The workshop brought together scientists and researchers from multiple disciplines, along with experts in science policy, university administration, and other stakeholders to review and provide input on defining and measuring convergence and its impact on science and scientists.

Performance Measurement and Management for Engineers introduces key concepts in finance, accounting, and management to project managers who have engineering backgrounds. It focuses these basic concepts on issues of measuring and managing enterprise value. Thus, after defining enterprise value, the book begins by explaining the ways and means of measurement. It then takes up financial measurement, describing and analyzing the typologies of financial indicators while illustrating their advantages and disadvantages. After focusing on measuring enterprise value, the second section takes up managing that value. Like the first, it pursues a double view: using indicators for internal control while employing them to analyze other companies. This report examines the portfolio of research and development (R&D) expenditure surveys at the National Science Foundation (NSF), identifying gaps and weaknesses and areas of missing coverage. The report takes an in-depth look at the definition of R&D, the needs and potential uses of NSF's R&D data by a variety of users, the goals of an integrated system of surveys and other data collection activities, and the quality of the data collected in the existing Science Resources Statistics surveys.

Each of 32 nonprofit organizations contributing a presentation to the Pan-Organizational Summit on the Science and Engineering Workforce (November 11-12, 2002; The National Academies, Washington, DC) was invited to issue a corresponding position paper to be reproduced in this volume. The bulk of this report comprises these papers. In addition, Shirley Jackson and Joseph Toole, two of the keynote speakers, have included their remarks.
