This Safety Guide provides recommendations on a generally accepted way to design a nuclear power plant so that an earthquake motion at the site will not jeopardize the safety of the plant. It also gives guidance on a consistent application of methods and procedures for analysis, testing and qualification of structures and equipment so that they meet the safety requirements covering the design of nuclear power plants, safety assessments for the design and the regulatory issues concerned with the licensing of plants.

Experience shows that an assessment of the seismic capacity of an existing operating facility can be required for a number of reasons, for example identification of potential seismic vulnerabilities based on operating experience events or the periodic safety review programme. This publication covers the seismic safety evaluation programmes to be performed on existing nuclear installations in order to ensure that the required fundamental safety functions are available, with particular attention to the safe shutdown of reactors. It includes lessons learned based on the IAEA Action Plan on Nuclear Safety following the Fukushima Daiichi accident, and updated methodologies for seismic safety evaluation of nuclear installations.

This volume collects several extended articles from the first workshop on Best Practices in Physics-based Fault Rupture Models for Seismic Hazard Assessment of Nuclear Installations (BestPSHANI). Held in 2015, the workshop was organized by the IAEA to disseminate the use of physics-based fault-rupture models for ground motion prediction in seismic hazard assessments (SHA). The book also presents a number of new contributions on topics ranging from the seismological aspects of earthquake cycle simulations for source scaling evaluation, seismic source characterization, source inversion and physics-based ground motion modeling to engineering applications of simulated ground motion for the analysis of seismic response of structures. Further, it includes papers describing current practices for assessing seismic hazard in terms of nuclear safety in low seismicity areas, and proposals for physics-based hazard assessment for critical structures near large earthquakes. The papers validate and verify the models by comparing synthetic results with observed data and empirical models. The book is a valuable resource for scientists, engineers, students and practitioners involved in all aspects of SHA.

The development of protective measures to guard against the spread of radioactive debris following reactor disasters has been given extensive and careful engineering attention over the past several years. Much of this attention has been devoted to eliminating or minimizing the effects of malfunctions of internal components. But reactors can also suffer externally caused disasters—for example, their radioactive cores can be damaged by earthquakes or by missiles generated by tornadoes. Earthquakes in particular will continue to render man vulnerable even to the "peaceful atom" as the number of nuclear power plants increases and as they come to be located in those parts of the world that have a history of seismic activity. It was to consider such problems that the seminar reported here was held. The conferees, who are leaders in this special and important field, gathered in Cambridge, Massachusetts, in spring 1969, to present the papers whose titles are listed below. Together they cover both the theoretical underpinnings of the subject and specific applications to nuclear reactors; they provide both useful summaries of what is known to date and some new thinking on the subject, not before published. Contents: Preface—T. J. Thompson. Foreword—R. J. Hansen. Introduction—R. V. Whitman. Geological and Seismological Factors Influencing the Assessment of a Seismic Threat to Nuclear Reactors—Daniel Linehan, S. J. Geophysics—Keiiti Aki. Design Seismic Inputs—C. Allin Cornell. Some Observations on Probabilistic Methods in the Seismic Design of Nuclear Power Plants—C. Allin Cornell. Seismic Risk and Seismic Design Decisions—Luis Esteva. Fundamentals of Soil Amplification—J. M. Roesset. Soil Structure Interaction—R. V. Whitman. Evaluation of Soil Properties for Site Evaluation and Dynamic Analysis of Nuclear Plants—R. V. Whitman. Structural Response to Seismic Input—J. M. Biggs. Seismic Analysis of Equipment Mounted on a Massive Structure—J. M. Biggs and J. M. Roesset. Modal Response of Containment Structures—Peter Jan Pahl. For the last couple of decades it has been recognized that the foundation material on which a structure is constructed may interact dynamically with the structure during its response to dynamic excitation to the extent that the stresses and deflections in the system are modified from the values that would have been developed if it had been on a rigid foundation. This phenomenon is examined in detail in the book. The basic solutions are examined in time and frequency domains and finite element and boundary element solutions compared. Experimental investigations aimed at correlation and verification with theory are described in detail. A wide variety of SSI problems may be formulated and solved approximately using simplified models in lieu of rigorous procedures; the book gives a good overview of these methods. A feature which often lacks in other texts on the subject is the way in which dynamic behavior of soil can be modeled. Two contributors have addressed this problem from the computational and physical characterization viewpoints. The book illustrates practical areas with the analysis of tunnel linings and stiffness and damping of pile groups. Finally, design code provisions and derivation of design input motions complete this thorough overview of SSI in conventional engineering practice. Taken in its entirety the book, authored by fifteen well known experts, gives an in-depth review of soil-structure interaction across a broad spectrum of aspects usually not covered in a single volume. It should be a readily useable reference for the research worker as well as the advance level practitioner. (abstract) This book treats the dynamic soil-structure interaction phenomenon across a broad spectrum of aspects ranging from basic theory, simplified and rigorous solution techniques and their comparisons as well as successes in predicting experimentally recorded measurements. Dynamic soil behavior and practical problems are given thorough coverage. It is intended to serve both as a readily understandable reference work for the researcher and the advanced-level practitioner.

Provides requirements for performing analyses of new structure design or existing structure evaluation to determine the reliability of structures under earthquake motions. This work also outlines the rules and analysis parameters that are expected to produce seismic responses with about the same probability of non-exceedance as the input.
