Academics, policy-makers and practitioners from Africa and beyond document new ways of thinking about issues concerning governance and revenue flows in mining activities in Ghana, Mali and the Democratic Republic of the Congo.

The potential for using revenues from extractive resources for inclusive growth in Africa is tremendous. However, the realisation of the transformative role that extractive industries could play in sustainable development has been elusive in most African countries. Extractive industries in most of these countries are plagued with numerous conflicts, some with serious casualties over the control, distribution, management and utilisation of the resources and revenues from extractive operations. Collaborative Governance in Extractive Industries in Africa presents the critical challenges facing extractive industries from different contexts, countries, sectors and settings. It features chapters with diverse angle of interest and analytical tools applied in examining the critical issues related particularly to mining and petroleum development in Africa. The contributors to this book have extensive academic and professional experience in policy research in the mining, oil and gas sectors in Africa and other regions. The book addresses the current gap in knowledge about appropriate governance regimes that could create the forum where the divergent interests and positions of various stakeholders of extractive resources and revenues could be handled - without any of them resorting to deadly conflicts. It presents the functionality of collaborative governance in enhancing for example, transparency, accountability, and equitable distribution of extractive revenues. Governance practitioners, policy- and decision makers could use the structures, components and procedures discussed in this book to develop training manuals, governance criteria and indicators for measuring and managing collaborative governance regime at the national and local levels. They will also find useful information about some of the critical elements that should guide the strategic implementation of the collaborative process.

Disputes and dispossession of property rights in the mining sector are causes of injustice, violence, and forced resettlement around the world. This comprehensive volume examines mining, particularly what is often called ‘Artisanal and Small-Scale Mining’, from a perspective of governance and rights. It focuses on rights to land, natural resources, and other forms of material ‘property’. Many projects, policies, and laws targeting artisanal and small-scale mining are embedded in problematic conceptual and institutional frameworks that implicitly stigmatise and discipline artisanal and small-scale miners. This collection takes a critical look at notions of property to destabilise some of these frameworks. The chapters in this book are notable for their recognition of the agency of artisanal miners and ‘local communities’ within the uneven hierarchies in which they are embedded, and their acknowledgement of the difficulties of state regulation of such a complex set of issues. The authors use a variety of theoretical tools, engaging with political economy, political ecology, classical economic theory, and socio-cultural concepts derived from ethnographic methods. The continent of Africa is rich in minerals needed by Western economies, but rather than forming the basis for economic growth the mining industry contributes very little to African development Investigating the impact of the 2003 Extractive Industries Review on a number of African countries, the contributors find the root of the problem in the controls imposed on the African countries by the IMF and World Bank. They aim to convince academics, governments and industry that regulation needs to be reformed to create a mining industry favourable towards social, economic and environmental development. The book takes a multidisciplinary approach and provides a historical perspective of each country, making it ideal for students of development studies and development organizations.

This paper aims to contribute to the international policy debate around profit shifting, tax avoidance and SSA’s revenue mobilization efforts in three ways. First, it examines the importance of mining, the role of multinational enterprises (MNEs), and mining revenue outcomes in SSA. Second, it assesses the magnitude of profit shifting in mining drawing on new macro level research, supplemented by case studies to illustrate the lived experience of tax avoidance in SSA mining. Third, the paper identifies tax policy reforms that could boost revenue mobilization in SSA.

Africa is endowed with commercially viable quantities of several minerals and metals, and, more than ever before, African countries wish to harness their mineral resources for their economic development. The African mining sector has witnessed a revolution in terms of new mining codes and amendments to extant mining codes, which are designed to achieve a multitude of objectives, including the assertion of greater control over exploitation of mineral resources; optimization of resource royalties and taxes; promotion of equity participation in mining projects; enhancement of indigenization in the form of domestic participation in mineral production and local content requirements; value addition and beneficiation in terms of domestic processing of raw mineral ores and metals in Africa; and the promotion of sustainable practices in the mining sector. This book analyzes the legal and fiscal frameworks for hard-rock mining in several African countries including Botswana, Democratic Republic of Congo, Ethiopia, Ghana, Guinea, Kenya, Namibia, Nigeria, Liberia, Tanzania, Sierra Leone, South Africa, South Sudan, Zambia, and Zimbabwe, with reference to other resource-rich countries. It engages in a comparative analysis of mining statutes in Africa with regard to topics such as the acquisition of mineral rights; types of mineral rights; the nature of mineral rights; the rights and obligations of mineral right holders; security of mineral tenure; surface rights; fiscal regimes including royalty and tax regimes; resource nationalism in the mining sector; management and utilization of mining revenues including benefit-sharing arrangements between mining companies and host communities; environmental stewardship; and sustainable exploitation of mineral resources.

Spaces of Responsibility explores the role of ethics in (re)ordering extractive relations under the global condition. Through an empirical investigation of actors, places, and ideas in and around Burkina Faso’s industrial gold mining sector, this volume carries out an anti-essentialist yet critical examination, offering new insights into global mining capitalism. Corporate concession-making practices, the implementation of (national) mining legislation, and civil society interventions in mining areas all contribute in different ways to the dialectics of the global. Accordingly, the ongoing territorialization of mining investment often has considerable impacts on the well-being of populations in the Global South. At the same time, multinational corporations today cannot completely distance or isolate themselves from the political, economic, and social contexts they are interacting in and with. Drawing on theoretical debates about the links between resource extraction and socio-economic development, multi-scalar negotiations of ethics in mining governance are ethnographically retraced. In terms of gains and benefits, these negotiations manifest themselves spatially, providing access for some actors while excluding others.
