Moral Power Of The European Union In The South Caucasus

This book devises a new conceptual framework of 'moral power and applies it to the policy of the European Union (EU) towards the South Caucasian states of Armenia, Azerbaijan and Georgia. It covers the period starting from the 1990s to the present and analyses policy domains (democracy promotion, conflict resolution, security, energy, trade) juxtaposing the policy of EU/member states with those of the United States (US), Russia, Turkey, Iran, as well as inter-governmental and regional organizations. 'Morality is unpacked as composed of seven parameters: consequentialism; coherence; consistency; normative solidity; balance between values and interests; inclusiveness; and external legitimacy. 'Power is branched into 'potential, 'actual and 'actualized types. 'Moral power is consequently developed as an objective and neutral framework to capture the foreign policy of an international actor in any geographic area and policy sphere. The book will be useful for students and scholars of International Relations and EU Studies, policy-makers and practitioners. Syuzanna Vasilyan is Research Fellow at the Universite Libre de Bruxelles, Belgium (since 2015) and Visiting Professor at Sciences Po Paris, France (2016). She was Assistant Professor and Jean Monnet Chair of European Studies at the American University of Armenia (2011-2015) and Visiting Professor at Central European University, Hungary (2010-2011).

The book series „European Studies in the Caucasus” offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia as the major regional powers, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This first volume emphasizes the movements of ideas in both directions—from Europe to the Caucasus and from the Caucasus to Europe. This double-track frame illuminates new aspects of a variety of issues requiring reciprocity and intersubjectivity, including rivalries between different integration systems in the southern and eastern fringes of Europe, various dimensions of interaction between countries of the South Caucasus and the European Union in a situation of the ongoing conflict with Russia, and different ways of using European experiences for the sake of domestic reforms in the South Caucasus. Topics range from identities to foreign policies, and from memory politics to religion.

The European Union and Global Governance: A Handbook aims to analyse contemporary debates in European Studies in order to provide lessons for the development, design and normative evaluation of global governance. It brings together scholars of European studies and international relations, where much of the literature on regional and global governance is located, thereby providing interdisciplinary lessons from the study of European Union and its governance that can be used to re-evaluate processes of global governance. This edited volume brings together some of the most important scholarly perspectives – in the form of both journal article reprints and original contributions – on the structure and dynamics of the EU’s multi-layered relations with its Eastern neighbours within the Eastern Partnership (EaP) framework and beyond. In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Structured around both enduring and emerging issues in the broader EU-Eastern neighbourhood framework, this book provides a retrospective analysis of key structural and relational challenges, unfolding regional dynamics, distinctive forms of bilateral/multilateral engagement, whilst also offering a critical perspective on the contested future relations between the EU and its Eastern neighbours. This edited volume discusses security policy and strategic policymaking in the Middle East region. Due to its unique geopolitical, geoeconomic and geostrategic features, the Middle East region has been confronted with challenging security issues. Combined with a lack of an efficient regional security regime this has led to the formation of a full-fledged arms race. This book draws together contributions from international experts to address the factors that have been contributing to the ongoing formation of an arms race in the Middle East as well as the impact of this phenomenon on the regional and global security environment. The book is organized in three sections. The first section outlines the contemporary dynamics of the arms race in the Middle East by focusing on its most recent dynamics and their implications for regional and international security. The second section conducts systematic analysis of case studies of country-specific drivers of the arms race. The third and final section examines the role of external actors in the arms race, evaluating both the responses of regional actors to external interventions as well as the implications of the arms race for extra-regional countries.
