"Public health services, which reduce a population's exposure to disease through such measures as sanitation and vector control, are an essential part of a country's development infrastructure. In the industrial world and East Asia, systematic public health efforts raised labor productivity and life expectancies well before modern curative technologies became widely available, and helped set the stage for rapid economic growth and poverty reduction. The enormous business and other costs of the breakdown of these services are illustrated by the current global epidemic of avian flu, emanating from poor poultry-keeping practices in a few Chinese villages. For various reasons, mostly of political economy, public funds for health services in India have been focused largely on medical services, and public health services have been neglected. This is reflected in a virtual absence of modern public health regulations and of systematic planning and delivery of public health services. Various organizational issues also militate against the rational deployment of personnel and funds for disease control. There is strong capacity for dealing with outbreaks when they occur, but not to prevent them from occurring. Impressive capacity also exists for conducting intensive campaigns, but not for sustaining these gains on a continuing basis after the campaign. This is illustrated by the near eradication of malaria through highly organized efforts in the 1950s, and its resurgence when attention shifted to other priorities such as family planning. This book focuses on interdisciplinary issues of human health in the changing urban environments of India’s largest megacities—Delhi and Mumbai. The authors explore human health concerns related to increased temperatures and air pollution in these cities in a study based on primary data collected through interviews, as well as secondary data on causes of mortality from 2001 to 2012. During this period, the surface temperatures for both megacities were mapped using Landsat Images. The rapidly increasing populations of cities and urban centers alter ecosystem services such as water, air and land cover, with disastrous impacts on health and wellbeing, particularly in megacities. In 2015, polluted air was estimated to have been responsible for 6.4 million deaths worldwide, and it is projected that it will cause between 6 and 9 million deaths per year by 2060. In 2017, outdoor air pollution resulted in 1.2 million deaths in India and brought about a 3% loss in GDP. The increase in population, vehicles, and industries has led to changes in land use and land cover and a rise in city temperatures and air pollution, creating urban heat islands (UHIs). Together, UHIs and air pollution have damaging impacts on human health that range from stress and headache to asthma, bronchitis, and chronic diseases, and even to death. Delhi has been experiencing emergency conditions in terms of environmental health over the past two years. At the same time, both the Delhi and Mumbai urban agglomerations are growing at a rapid pace, and the United Nations has projected that they will be the second and third most populous cities in the world by 2025. In this context, the book offers significant insights into the past patterns and responses to the present global urban health emergencies, and explores sustainable means of combating the problem to enable college and university researchers to develop innovative solutions. Further. It presents trans-disciplinary research that cuts across the WHO Action Plan, the Sustainable Development Goals, the Sendai Framework for Disaster Risk Reduction, and Habitat III to help policymakers gain a better understanding of the global challenges of urban health and wellbeing. The global health community is broadly in agreement that achievement of the health-related Sustainable Development Goals (SDGs) hinges upon both an escalation of the financial resources dedicated to primary health care (PHC) and a more effective use of those resources: more money, better spent. This book introduces and explicates the end-to-end resource tracking and management (RTM) framework, which includes five components that determine effective and efficient financing for PHC: resource mobilization, allocation, utilization, productivity, and targeting.In addition, this book compiles detailed results from the most recent RTM-based resource tracking efforts for PHC in selected countries. This is to demonstrate how the RTM framework can be used to bring a set of separate resource tracking efforts at different stages of flow of funds into a comprehensive process with an end-to-end 'storyline'. In order to build a functional PHC system that addresses access, quality, and equity issues, this book highlights the key (public) financing issues that researchers, technical advisors, and policy makers would need to address in addition to more resources.

The purpose of this special issue is to provide insights about how healthcare executives and managers are educated around the world. As globalization becomes the standard for all industries, healthcare executives must be able to manage effectively with populations, financial arrangements, and technologies that cross geographic boundaries. Education of upcoming students and continuing education of working executives must be broad and encompass a global perspective. Students are increasingly eager to study abroad; our educational programs must include opportunities for students to study in other countries and to have the information in advance that is necessary to make the experience meaningful. Throughout the world, health systems are grappling with the need to deliver high value healthcare and high quality services despite rapidly increasing costs. The need for effective management to achieve these ends is well-documented. However, healthcare management education is nascent or non-existent in many countries, especially low and middle-income countries that could benefit most from educating healthcare managers in the art and science of management and leadership. This special issue strives to provide insights that might guide universities in developing healthcare management programs in their respective countries.
