Natural Disaster Risk Management

This textbook provides a thorough introduction to natural disaster risk management. Climate change is increasingly of great concern to the world community. The earth has witnessed the buildup of greenhouse gases (GHG) in the atmosphere, changes in biodiversity, and more occurrences of natural disasters. Recently, scientists have begun to shift their emphasis away from curbing carbon dioxide emission to adapting to carbon dioxide emission. The increase in natural disasters around the world is unprecedented in earth's history and these disasters are often associated to climate changes. Many nations along the coastal lines are threatened by massive floods and tsunamis. Earthquakes are increasing in intensity and erosion and droughts are problems in many parts of the developing countries. This book is therefore to investigate ways to prepare and effectively manage these disasters and possibly reduce their impacts. The focus is on mitigation strategies and policies that will help to reduce the impacts of natural disasters. The book takes an in-depth look at climate change and its association to socio-economic development and cultures especially in vulnerable communities; and investigates how communities can develop resilience to disasters. A balanced and a multiple perspective approach to manage the risks associated with natural disasters is offered by engaging authors from the entire globe to proffer solutions.

Initial priorities for U.S. participation in the International Decade for Natural Disaster Reduction, declared by the United Nations, are contained in this volume. It focuses on seven issues: hazard and risk assessment; awareness and education; mitigation; preparedness for emergency response; recovery and reconstruction; prediction and warning; learning from disasters; and U.S. participation internationally. The committee presents its philosophy of calls for broad public and private participation to reduce the toll of disasters.

In 1999 natural catastrophes and man-made disasters claimed more than 105,000 lives, 95 percent of them in the developing world, and caused economic losses of around US$100 billion. In 1998 the twin disasters of the Yangtze and Hurrican Mitch accounted for two-thirds of the US$65 billion loss. The geographical areas affected may vary, but one constant is that the per capita burden of catastrophic losses is dramatically higher in developing countries. To respond to an increased demand to assist disaster rcovery programmes, the World Bank set up the Disaster Management Facility in 1998, to help provide the Bank with a more rapid and strategic response to disaster emergencies. The DMF focuses on risk identification, risk reduction, and risk sharing/transfer, the three major topics in this volume. The DMF also promotes strategic alliances with key private, government, multilateral and nongovernmental organisations to ensure the inclusion of disaster risk reduction as a central value of development. The most important of these partnerships is the ProVention Consortium, launched in February 2000, based on the premise that we must all take responsibility for making the new millennium a safer one.

This book summarizes the research being pursued as part of the Erasmus+ CBHE KA2 project entitled "Development of master curricula for natural disasters risk management in Western Balkan countries” (NatRisk), which aims to educate experts on the prevention and management of natural disasters in the Western Balkan region in line with national and EU policies. The project has successfully developed and implemented master curricula and educational training in the field of natural disasters risk management, and a methodology for the identification and prevention of natural disasters. Consisting of 11 chapters, the book analyzes and discusses topics such as risk assessment tools and quality methods, the different approaches for civil-military collaboration, natural disasters risk management in Bosnia and Herzegovina, leadership models for managing crises resulting from natural disasters, natural disasters in industrial areas, natural risk management in geotechnics, flood risk modeling, adaptive neuro-fuzzy inference models for flood prediction, collapse prediction of masonry arches, an algorithm for fire truck dispatch in emergency situations, and processing drought data in a GIS environment.

These chapters provide valuable and comprehensive information on a variety of hazards, including both scientific and social aspects of disasters. The work introduces the concept of large, medium and small scale hazards, and includes many useful case studies as well as working examples of theoretical concepts. As readers will acknowledge, today the distinction between natural and technological hazards is becoming blurred and a new concept of NATECH hazards is evolving. For permanent hazards (such as tides, wind waves, coastal erosion and climate change) routine predictions are made, whereas for evanescent hazards (including droughts, sea level rise, and coastal subsidence), monitoring of various parameters is the norm. Only for episodic hazards (for example hurricanes, winter storms, tsunamis, and river floods), early warning systems are used, with varying degrees of success. The book explores how, for certain episodic hazards like tornadoes, landslides, forest fires, snow avalanches, and volcanic eruptions, the early warning systems are still in various stages of development. Readers will gain knowledge of theoretical and practical concepts of risk evaluation which assist in better understanding of disaster dynamics, and readers will become better equipped in quantification of disaster risk and vulnerability. The author explains how risk reduction initiatives, taking into account stakeholders’ participation and perception, can provide a roadmap to building resilient communities and cities. This book is a pioneering regional work and provides a balanced approach of theory and practice in disaster risk reduction (DRR) in Pakistan. The book analytically discusses the status of DRR and draws examples and lessons from national and community-level programs and projects and events in the country. The book covers different types of disasters facing Pakistan, including geo-physical and hydro-meteorological hazards. This work incorporates and draws some of the key lessons learned from the pre-disaster and disaster phases to the post-disaster phase, providing an effective framework in the form of those lessons. The rich content is based on a selection of available documents, a consultative workshop with academicians from different universities undertaking DRR higher education programs, and the editors’ own knowledge and experience in the field. Special emphasis is given to analyzing field experiences from academic perspectives, and pinpointing key issues and the policy relevance of DRR. Disaster Risk Reduction Approaches in Pakistan is organized into three sections with a total of 20 chapters. Section one provides the outline and basics of DRR strategies applied at the national level with supporting examples from a global review. Section two specifically highlights the wide ranges of hazards experienced in Pakistan and presents examples, policy options, institutional set-ups, risk reduction strategies, and key lessons learned. The third section of the book is given to approaches and issues of DRR practices with examples of disaster responses.
