Natural Disaster Risk Management

This textbook provides a thorough introduction to natural disaster risk management. Many aspects of disaster risk management, such as those involved in earthquakes, volcanic eruptions, floods, avalanches and mudslides call for similar prevention and preparedness instruments, management concepts, and countermeasures. Climate change is increasingly of great concern to the world community. The earth has witnessed the buildup of greenhouse gases (GHG) in the atmosphere, changes in biodiversity, and more occurrences of natural disasters. Recently, scientists have begun to shift their emphasis away from curbing carbon dioxide emission to adapting to carbon dioxide emission. The increase in natural disasters around the world is unprecedented in earth's history and these disasters are often associated to climate changes. Many nations along the coastal lines are threatened by massive floods and tsunamis. Earthquakes are increasing in intensity and erosion and droughts are problems in many parts of the developing countries. This book is therefore to investigate ways to prepare and effectively manage these disasters and possibly reduce their impacts. The focus is on mitigation strategies and policies that will help to reduce the impacts of natural disasters. The book takes an in-depth look at climate change and its association to socio-economic development and cultures especially in vulnerable communities; and investigates how communities can develop resilience to disasters. A balanced and a multiple perspective approach to manage the risks associated with natural disasters is offered by engaging authors from the entire globe to proffer solutions.

Initial priorities for U.S. participation in the International Decade for Natural Disaster Reduction, declared by the United Nations, are contained in this volume. It focuses on seven issues: hazard and risk assessment; awareness and education; mitigation; preparedness for emergency response; recovery and reconstruction; prediction and warning; learning from disasters; and U.S. participation internationally. The committee presents its philosophy of calls for broad public and private participation to reduce the toll of disasters.

In 1999 natural catastrophes and man-made disasters claimed more than 105,000 lives, 95 percent of them in the developing world, and caused economic losses of around US$100 billion. In 1998 the twin disasters of the Yangtze and Hurrican Mitch accounted for two-thirds of the US$65 billion loss. The geographical areas affected may vary, but one constant is that the per capita burden of catastrophic losses is dramatically higher in developing countries. To respond to an increased demand to assist disaster rcovery programmes, the World Bank set up the Disaster Management Facility in 1998, to help provide the Bank with a more rapid and strategic response to disaster emergencies. The DMF focuses on risk identification, risk reduction, and risk sharing/transfer, the three major topics in this volume. The DMF also promotes strategic alliances with key private, government, multilateral and nongovernmental organisations to ensure the inclusion of disaster risk reduction as a central value of development. The most important of these partnerships is the ProVention Consortium, launched in February 2000, based on the premise that we must all take responsibility for making the new millennium a safer one.

This book provides insight on how disaster risk management can increase the resilience of society to various natural hazards. The multi-dimensionality of resilience and the various different perspectives in regards to disaster risk reduction are taken explicitly into account by providing studies and approaches on different scales and ranging from natural science based methods to social science frameworks. For all chapters, special emphasis is placed on implementation aspects and specifically in regards to the targets and priorities for action laid out in the Sendai Framework for Disaster Risk Reduction. The chapters provide also a starting point for interested readers on specific issues of resilience and therefore include extensive reference material and important future directions for research.

Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.

CDRM 5 explains the the practical aspects of using quantitative risk assessment (QRA) to develop optimal engineering designs that mitigate the effects of natural hazards, especially on civil infrastructure.

The Asia-Pacific region is one of the most vulnerable to a variety of natural and manmade hazards. This edited book productively brings together scholars and senior public officials having direct experience in dealing with or researching on recent major natural disasters in the Asia-Pacific. The chapters focus on disaster preparedness and management, including pre-event planning and mitigation, crisis leadership and emergency response, and disaster recovery. Specific events discussed in this book include a broad spectrum of disasters such as tropical storms and typhoons in the Philippines; earthquakes in China; tsunamis in Indonesia, Japan, and Maldives; and bushfires in Australia. The book aims to generate discussions about improved risk reduction strategies throughout the region. It seeks to provide a comparative perspective across countries to draw lessons from three perspectives: public policy, humanitarian systems, and community engagement.
