This book examines the emerging maritime security scene in Southeast Asia. It considers highly topical implications for the region of possible strategic competition between China and India - the rising naval powers of Asia - with a possible naval "arms race" emerging between these countries both with naval force development and operations. As part of its "Look East" policy, India has deployed naval units to the Pacific Ocean for port visits and exercises both with East Asian navies and the US Navy, but India is also concerned about the possibility of the Chinese Navy operating in the Indian Ocean. Even as the US-India defence relationship continues to deepen, the US and China are struggling to build a closer links. China’s and India’s strategic interests overlap in this region both in maritime strategic competition or conflict – which might be played out in the Bay of Bengal, the Malacca and Singapore Straits and the South China Sea. The sea lines of communication (SLOCs) through Southeast Asian waters constitute vital "choke points" between the Indian and Pacific Oceans carrying essential energy supplies for China and other Northeast Asian countries. Any strategic competition between China and India has implications for other major maritime players in the Pacific and Indian Oceans, especially Australia, the Republic of Korea and Japan, as well as the US. This book identifies possible cooperative and confidence-building measures that may contribute to enhanced relations between these two major powers and dampen down the risks associated with their strategic competition.

This book examines India’s naval strategy within the context of Asian regional security. Amidst the intensifying geopolitical contestation in the waters of Asia, this book investigates the growing strategic salience of the Indian Navy. Delhi’s expanding economic and military strength has generated a widespread debate on India’s prospects for shaping the balance of power in Asia. This volume provides much needed texture to the abstract debate on India’s rise by focusing on the changing nature of India’s maritime orientation, the recent evolution of its naval strategy, and its emerging defence diplomacy. In tracing the drift of the Navy from the margins of Delhi’s national security consciousness to a central position, analysing the tension between its maritime possibilities and the continentalist mind set, and in examining the gap between the growing external demands for its security contributions and internal ambivalence, this volume offers rare insights into India’s strategic direction at a critical moment in the nation’s evolution. By examining the internal and external dimensions of the Indian naval future, both of which are in dynamic flux, the essays here help a deeper understanding of India’s changing international possibilities and its impact on Asian and global security. This book will be of much interest to students of naval strategy, Asian politics, security studies and IR, in general.

The Evolving Military Balance in the Korean Peninsula and Northeast Asia describes the strategy, force deployments, and the military balance in potential current and future scenarios involving the Democratic People's Republic of Korea, Republic of Korea, People's Republic of China, Japan, and the United States. The analysis in these volumes shows how tensions between the Koreas--and the potential involvement of the China, Japan, Russia, and the United States--create a nearly open-ended spectrum of possible conflicts. These range from posturing and threats ("wars of intimidation") to a major conventional conflict on the Korean Peninsula to intervention by outside powers like the United States and China to the extreme of nuclear conflict. The analysis shows that the Korean balance is sharply affected by the uncertain mix of cooperation and competition between the United States and China. The U.S. rebalancing of its forces to Asia and the steady modernization of Chinese forces, in particular the growth of Chinese sea-air-missile capabilities, affect the balance in the Koreas and Northeast Asia. They also raise the possibility of far more intense conflicts that could extend far beyond the boundaries of the Koreas.
