Community Policing: the Path to Healthier Relationships... a Police Chaplain's Perspective is a very timely topic. We live in a time of great uncertainty when people increasingly engage in quests for answers and look for information, guidance, support, and protection in all dimensions of life. That's where the police and the community need to collaboratively provide solutions. When tensions run high, both parties need to Dialogue - Discover - Decide - trusting and respecting each other, sustaining the existing bridges of collaboration while building new ones. This book appeals to our desperately needed collective sense of civility. It invites us into the PATH of healthier relationships as we journey together. Indeed, we (the Community & the Police) are on the same team.

Community policing has been a buzzword in Anglo-American policing for the last two decades, somewhat vague in its definition but generally considered to be a good thing. In the UK the notion of community policing conveys a consensual policing style, offering an alternative to past public order and crimefighting styles. In the US community policing represents the dominant ideology of policing as reflected in a myriad of urban schemes and funding practices, the new orthodoxy in North American policing policy-making, strategies and tactic. But it has also become a massive export to non-western societies where it has been adopted in many countries, in the face of scant evidence of its appropriateness in very different contexts and surroundings. critical analysis of concept of community policing worldwide assesses evidence for its effectiveness, especially in the USA and UK highlights often inappropriate export of community policing models to failed and transitional societies.

The 7th report (HCP 364-I, session 2007-08, ISBN 9780215524867), from the Home Affairs Committee examines policing in the 21st century, with Volume 2, providing oral and written evidence, (ISBN 9780215524850). The Government aims to replace the top-down police targets with locally-set priorities and encourage greater use of officer discretion, backed by more effective supervision. At present, the Committee believes that public expectations of the police are not being met, with the public wanting the police to put a greater focus on minor crime and anti-social behaviour. Further, the police need to be more visible and responsive to the public and give greater consideration to the needs of the victim when investigating crime. Police resources have been put under greater pressure particularly where foreign nationals need to be processed. Whilst funding shortfalls have been exposed where rapid population change has occurred due to immigration.The Committee highlights a concern over the deployment of police for longer periods dealing with alcohol-related crime due to the changes in the licensing laws and are not convinced of the effectiveness of Alcohol Disorder Zones. Further, the Committee expresses concern about the large number of murder suspects released on bail, but do support amendments to the bail laws to take into account the capacity of the police forces to monitor offenders, and a presumption against bail in murder cases. There are also examples of effective police approaches in reducing gang-related knife and gun crime, combining diversionary activities and targeted intelligence-led campaigns against known offenders. The police need to find ways though to free up resources, and the Committee expresses disappointment at the lack of progress in reducing police bureaucracy. Centralisation of the development and purchase of technology through the National Policing Improvement should reduce costs and ensure systems are integrated and prevent duplication. More control should be given to local forces, with greater accountability of policing at a local level. The Committee also identifies a gap in provision for tackling serious and organised crime.

A critical look at the realities of community policing in South Los Angeles The Limits of Community Policing addresses conflicts between police and communities. Luis Daniel Gascón and Aaron Roussell depart from traditional conceptions, arguing that community policing—popularized for decades as a racial panacea—is not the solution it seems to be. Tracing this policy back to its origins, they focus on the Los Angeles Police Department, which first introduced community policing after the high-profile Rodney King riots. Drawing on over sixty interviews with officers, residents, and stakeholders in South LA’s “Lakeside” precinct, they show how police tactics amplified—rather than resolved—racial tensions, complicating partnership efforts, crime response and prevention, and accountability. Gascón and Roussell shine a new light on the residents of this neighborhood to address the enduring—and frequently explosive—conflicts between police and communities. At a time when these issues have taken center stage, this volume offers a critical understanding of how community policing really works.
