New Agendas In Statebuilding

This volume connects the study of statebuilding to broader aspects of social theory and the historical study of the state, bringing forth new questions and starting-points, both academically and practically, for the field. Building states has become a highly prioritized issue in international politics. Since the 1990s, mainly Western countries and international institutions have invested large sums of money, vast amounts of manpower, and considerable political capital in ventures of this kind all across the globe. Most of the focus in current literature is on the acute cases, such as Afghanistan and Iraq, but also to states that seem to fit the label ‘failed states’ such as Liberia, Sierra Leone and Somalia. This book brings together a diverse group of scholars who introduce new theoretical approaches from the broader social sciences. The chapters revisit historical cases of statebuilding, and provide thought-provoking, new strategic perspectives on the field. This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book will be of much interest to students of statebuilding, EU politics, global governance and IR/Security Studies in general.

Why have state-building projects across the MENA region proven to be so difficult for so long? Following the end of the Ottoman Empire in the early 1920s, the countries of the region began a violent and divisive process of state formation. But a century later, state-building remains inconclusive. This book traces the emergence and evolution of state-building across the MENA region and identifies the main factors that impeded its success: the slow end of the Ottoman Empire; the experience of colonialism; and the rise of nationalistic and religious movements. The authors reveal the ways in which the post-colonial state proved itself authoritarian and formed on the model of the colonial state. They also identify the nationalist and Islamist movements that competed for political leadership across the nascent systems, enabling the military to establish a grip on the security apparatus and national economies. Finally, in the context of the Arab Spring and its conflict-filled aftermath, this book shows how external powers reasserted their interventionism. In outlining the reasons why regional states remained hollow and devoid of legitimacy, each of the contributors shows that recent conflicts and crises are deeply connected to the foundational period of one century ago. Given the recent revival of nationalism in many parts of the world in tandem with new conflicts and forms of interventionism, this book uses the case of Kosovo to discuss some of key problems around contemporary practices of state-building. Based on exhaustive research and fieldwork, Marius Calu investigates how the management of plurality is a fundamental element of contemporary state-building seeking to build social cohesion, while for the new-born Kosovo it stands as vital symbol for its domestic sovereignty and legitimisation. With the aim of understanding why and in what ways the management of diversity has become a central element of state-building in post-conflict Kosovo, this study juxtaposes the de jure multi-ethnic liberal democratic form of governance with the de facto results and consequences of Kosovo's task to protect, accommodate and integrate its ethnic minorities.
