Excerpt from Notes on Sovereignty, From the Standpoint of the State, and of the World The following notes aim, in a tentative way, to discuss and analyze the source and nature of sovereignty in its relation to mankind, and to the institutions created and developed as a result of man's desire for social order and peace. The term notes excludes the idea of an exhaustive or comprehensive treatment of sovereignty; the sole purpose in view is to direct attention to the wide-reaching importance of the subject and to suggest a line of thought somewhat different from that usually followed by publicists. Introductory In the various systems of philosophical theories of government, which have been given to the world since the human reason was emancipated by the revival of learning, sovereignty, with scarcely an exception, has held a prominent place, and upon their conception of it all of the foremost thinkers since that time have rested their philosophic systems. The two great exceptions to this general practice are Montesquieu and Locke. The former neither defines nor treats of sovereignty; and the latter fails even to mention the word. The explanation of this apparently vital omission from their systems may be found in the ethical idealism of these philosophers, who exalted moral obligation to an actual force and gave to man's consciousness of right a determinate authority which is denied by historical experience. They dealt with what they conceived ought to be in human affairs, rather than what really is. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The Foundations of Sovereignty, and Other Essays The essays printed in this volume are part of an attempt at the reconstruction of political theory in terms of institutions more fitted to the needs we confront. Broadly speaking, they are part of the case for what is coming to be called the pluralistic state in contrast to the unified sovereignty of the present social organization. But they are only part of the case. The industrial and psychological inadequacy of the existing régime is briefly discussed in the second of these papers. Since that was written, the evidence given before the Royal Commission on the Coal Industry and the Inquiry into Dockers' Wages have shown that the institutional reconstruction will inevitably be more thorough-going than I there, writ ing in 1918, imagined. What evidence we have from the European continent, particularly from Russia and Ger many, makes it evident that the classic system of repre sentative government has reached its apogee. What we need above all is inventiveness in the social, legal, and political matters that are discussed in these essays. Excerpt from The Sovereign States: Notes of a Citizen of Virginia Among the more melancholy aspects of the genteel world we live in IS a slow decline in the enjoyment that men once found in the combat Of ideas, free and unrestrained. Competition of any sort, indeed, seems to be regarded these days, in our schools and else where, as somehow not in very good taste. Under the curious doc trines Of the Fair Trade Act, vigorous salesmanship is unfair, and retailers are enjoined against discommoding their fellows. Mr. Stevenson's criticism of the administration's foreign policy, during the last presidential campaign, was not that the policies were so very wrong: They were not bi-partisan. With a few ro bust exceptions, our writers paint in pastels; our political scholars write a sort of ruffled-sleeve, harpsichord prose. We duel with soft pillows, or with buttoned foils; our ideas have lace on them; we are importuned to steer, with moderation, down the middle of the road. These chamber music proprieties I acknowledge, simply to say, now, that the essay which follows should not be misunderstood. May it please the court, this is not a work Of history; it is a work of advocacy. The intention is not primarily to inform, but to ex hort. The aim is not to be Objective; it is to be partisan. Excerpt from A Society of States: Sovereignty, Independence, and Equality in a League of Nations The idea of a League of Nations has now taken firm root. The spadework has been done. Leading statesmen of every country, in eloquent and glowing words, have proclaimed their adherence to the movement for its constitution after the war. It has extorted even the tribute paid to vice - hypocrisy. The seed has been sown. What manner of fruit it will bear will depend upon the knowledge and patience and care with which it is tended in its early growth.
