Nuclear Arms Control Choices

This book focuses the public debate on fundamental political problem by defining three approaches to arms control. The three approaches are (l) extend or modify the SALT II Treaty; (2) restructure the present or planned nuclear forces; and (3) establish overall equivalence.

For some observers, nuclear arms control is either a relic of the cold war, or a utopian dream about a denuclearized planet decades in the future. But, as Brookings scholars Steven Pifer and Michael O'Hanlon argue in The Opportunity, arms control can address some key security challenges facing Washington today and enhance both American and global security. Pifer and O'Hanlon make a compelling case for further arms control measures —to reduce the nuclear threat to the United States and its allies, to strengthen strategic stability, to promote greater transparency regarding secretive nuclear arsenals, to create the possibility for significant defense budget savings, to bolster American credibility in the fight to curb nuclear proliferation, and to build a stronger and more sustainable U.S.-Russia relationship. President Obama gave priority to nuclear arms control early in his first term and, by all accounts, would like to be transformational on these questions. Can there be another major U.S.-Russia arms treaty? Can the tactical and surplus strategic nuclear warheads that have so far escaped controls be brought into such a framework? Can a modus vivendi be reached between the two countries on missile defense? And what of multilateral accords on nuclear testing and production of fissile materials for nuclear weapons? Pifer and O'Hanlon concisely frame the issues, the background, and the choices facing the president; provide practical policy recommendations, and put it all in clear and readable prose that will be easily understood by the layman.

The United States and Soviet Union signed the Strategic Arms Reduction Treaty (START) in 1991; it entered into force in December 1994 and is due to expire in December 2009. The United States and Russia have held several meetings to discuss options for continuing their arms control relationship. They are currently negotiating a new Treaty that would replace START. The Middle East is a hot spot of proliferation. It contains one state assumed to possess nuclear weapons, several states that tried and failed to develop a military nuclear capability, one state under suspicion of trying to do so, and it is the world region that witnessed the most frequent and severe employment of chemical weapons since the end of World War I. Notwithstanding, not a single arms control regime concerning weapons of mass destruction (WMD) covers the region as a whole. Instead we have seen several proliferation-related military operations which have rather contributed to destabilization than served non-proliferation. This volume, written under the auspices of the EU Consortium for Non-Proliferation and Disarmament determines the current state of diplomatic efforts to establish a WMD free zone in the Middle East. In doing so, it provides insights into central actors’ conflicting political positions, thereby explaining the stalemate of efforts to negotiate a WMD-free zone. Chapters written by renowned experts from academia and policy-oriented think tanks, as well as by next-generation Middle East and arms control experts, introduce the subject to the reader, give background information about arms control initiatives, provide technical expertise, and endeavour to make proposals for arms control measures in support of the creation of a Middle East WMD-free zone.

In "Fatal Choice, " a well-known and respected voice on the subject of nuclear armament, argues that we are poised on the verge of a second and much more threatening nuclear arms race than the one experienced throughout the Cold War. Graphs & tables.

In this volume, Rhinelander and Scheinman examine the history of the Nuclear Non-Proliferation Treaty, its effectiveness in controlling weapons proliferation, and what a possible extension of the treaty will mean for the U.S. and the rest of the world. The book also includes essays on the language of the treaty and how well the nuclear superpowers have complied with it as well as look at what effect the NPT has had on nuclear testing.
