The role of organizational culture in international efforts to stop the spread of nuclear weapons. In Transforming Nuclear Safeguards Culture, Trevor Findlay investigates the role that organizational culture may play in preventing the spread of nuclear weapons, examining particularly how it affects the nuclear safeguards system of the International Atomic Energy Agency (IAEA), the paramount global organization in the non-proliferation field. Findlay seeks to identify how organizational culture may have contributed to the IAEA’s failure to detect Iraq’s attempts to acquire illicit nuclear capabilities in the decade prior to the 1990 Gulf War and how the agency has sought to change safeguards culture since then. In doing so, he addresses an important piece of the nuclear nonproliferation puzzle: how to ensure that a robust international safeguards system, in perpetuity, might keep non-nuclear states from acquiring such weapons. Since the ending of the Cold War, and in the light of an increased risk of nuclear terrorism, a shift in focus has taken place from nuclear safeguards to nuclear security. This book presents 8 lectures delivered at the NATO Advanced Training Course, ‘Non-Proliferation from an International Perspective’, held in Rabat, Morocco, in December 2014. The aim of the course was to inform participants with regard to the advanced political and legal concepts related to nuclear security, as well as equipping them with the necessary tools to apply such concepts in practice. The papers collected here cover the principal political and international topics related to the evolution of the international institutions or regional agencies which manage nuclear threat, with special attention being given to the theoretical and political bases of nuclear security as an answer to that nuclear threat. The book will be of particular interest to all those whose work involves the political and legal aspects of nuclear security, particularly those who must deal with public opinion or decision makers with regard to this important area of national and international security. With the practical application of the systems concept to nuclear disarmament scenarios and other, non-nuclear verification fields, it investigates, where greater transparency and confidence could be achieved in pursuit of new national or international nonproliferation and arms reduction efforts. A final discussion looks at how, in the absence of formal government-to-government negotiations, experts can take practical steps to advance the technical development of these concepts.

This book is intended to be used as a textbook and research reference for the field of nuclear nonproliferation. The book is primarily technical and focussed on methods of detecting clandestine nuclear material that might be illicitly transported. The book also touches on nuclear forensics, i.e. methods for identification, attribution, and establishment of transport pathways for illicit nuclear material. Also covered are topics of methods used for arms control and treaty verification, and an assessment of technologies under development for all of the above. A description of the government and international agencies involved in nuclear terrorism prevention, nuclear safeguards, and arms control is also included.
