Oecd Rural Studies Getting To Services In Towns And Villages Preparing Regions For Demographic Change

Across the world, people’s daily activities centre around clusters of population and economic activity. Settlements – cities, towns and villages – provide jobs and access to services for their own residents and others nearby. The quality of access to those services is key to promoting vibrant, inclusive and happier communities

Current population trends and the COVID-19 pandemic reinforce the need for efficient public service provision while guaranteeing good access to all. Population decline and ageing in rural regions affect the provision of services through lower economies of scale and scope, professional shortages and longer distances.

COVID-19 has put renewed focus on the importance of addressing longstanding challenges that OECD governments face in delivering public services, especially in regions with people spread over a wider area where economies of scale are more difficult to achieve. The physical infrastructure needed to provide good quality education and health services can be more complex and expensive in rural and remote regions that also struggle to attract and retain education and health care professionals.

Many lower density regions in the OECD face shrinkage, with projections suggesting that half of Europe will need to manage decline in remote regions by 2050. Half of Estonia’s counties experienced population decline greater than 25% since 1991.

This publication is part of the OECD workstream on Preparing Regions for Demographic Change. It elaborates a case study for the Portuguese region of Alentejo and focuses on improving the delivery of educational services taking into account the multi-level governance context.
