In the early 1980’s, Jiang Zemin, then Minister of Electronics Ministry of China, assessed the IT industry as ‘the strategic high ground in international competition.’ He "perceived the discrepancy between China’s level and the world's advanced level was so great that we had to do our utmost to catch up." Since then through numerous articles and frequent speeches he has drawn up a detailed technological and policy roadmap for doing exactly that. Since 1997, China has devoted considerable resources to information and communications technology (ICT) development. China has the world's largest telecommunications market, and its information technology industry has been an engine of economic growth growing two to three times faster than GDP over the past 10 years. E-government initiatives have achieved significant results, and the private sector has increasingly used ICT for production and service processes, internal management, and online transactions. The approaching 10-year mark provides an excellent opportunity to update the policy to reflect the evolving needs of China's economy. These needs include the challenges posed by industrialization, urbanization, upgraded consumption, and social mobility. Developing a more effective ICT strategy will help China to achieve its economic and social goals. Addressing all the critical factors is complex and requires long-term commitment. This book highlights several key issues that need to be addressed decisively in the second half of this decade, through policies entailing institutional reform, to trigger broader changes. This books is the result of 10 months of strategic research by a World Bank team at the request of China's State Council Informatization Office and the Advisory Committee for State Informatization. One of the most striking phenomena of China’s remarkable economic growth is that its huge volume of exports are becoming high-tech. China is now the world's largest Information and Communication Technology (ICT) exporter, having overtaken Japan and the European Union in 2003 and the United States in 2004. China's ICT industry is also the largest manufacturing sector within the Chinese economy. This book examines how China has attained this leading position and presents one of the first accounts of China’s ICT development model with specific reference to the experiences of East Asian 'tigers'. It shows how the development of the industry was military-driven before 1978, and how subsequently Chinese policymakers, struggling with domestic market reform and challenged by trade liberalisation and globalisation, managed to push through ICT development strategies. Overall, it discusses the debates between policymakers as to the most appropriate economic development strategy for 'catching-up' and demonstrates how China moved away from the across-the-board protectionist and interventionist industrial policies pursued by many developing countries, but has not wholeheartedly followed the neo-liberal free trade and market polices favoured by the World Bank, WTO and IMF. By doing so, it sheds light on the limitations of China’s strategies moving forward, and identifies policy lessons for other developing countries.

The industrialization of information resources has been a growing trend across the world in recent years, especially in China, where the information resource industry (IRI) has expanded exponentially for over more than a decade. While analysing the development conditions of China's IRI, this book clearly defines the implications and strategic value of the industry, summarizes basic IRI theories, and clarifies the history of its development and special regional characteristics within the Chinese context. Drawing on the statistics and measurement of various economic indicators of IRI, the authors propose four stages of development: a germination period; an initial development period; a subsequent rapid development period; and lastly, a steady development period. At the same time, the book draws upon various theoretical models such as the “Dynamic Resource Triangle” model, the “Information Resource Industrial Symbiosis” model, the value chain model and the explanation model of information consumption in order to shed light on IRI's elements and the optimization of its management.
