Operation Unified Response

This report examines how Joint Task Force-Haiti (JTF-Haiti) supported the humanitarian assistance and disaster relief efforts in Haiti. It focuses on how JTF-Haiti was organized, how it conducted Operation Unified Response, and how the U.S. Army supported that effort. The analysis includes a review of existing authorities and organizations and explains how JTF-Haiti fit into the U.S. whole-of-government approach and the international response.

U.S. Southern Command (SOUTHCOM) has been cited as having mature interagency processes and coordinating mechanisms. As evidenced by the earthquakes that shook Haiti in January 2010, the challenges that SOUTHCOM faces require coordinated efforts from U.S. government agencies, international partners, and non-governmental and private organizations. This report: (1) assesses the extent that SOUTHCOM exhibits key attributes that enhance and sustain collaboration with interagency and other stakeholders; and (2) evaluates SOUTHCOM¿s approach for developing an organizational structure that facilitates interagency collaboration and positions the command to conduct a full range of missions. This short story walks the reader through what it felt like be in Operation Unified Response, Joint Task Force - Haiti 2010. In response to the 7M earthquake that struck Haiti in 2010, leaving the entire country in disarray and displacing over 5,000,000 people, the US sent troops from the Navy, Marines, Army, and Air Force to help in the aid, distribution, and rebuilding of the country.In Edition 2 the author highlights a secret operation that commenced simultaneously. Neither operation crossed paths, but they both played critical roles in balancing the country. To this day, November 2020, Haiti still has not fully recovered. There is still years of work to be done.
