Operationalizing Sustainable Development To Benefit People And The Planet

The COVID-19 pandemic and overlapping global crises, including geopolitical conflict and climate change, have made achievement of the United Nations Sustainable Development Goals (SDGs) more challenging. The scientific community incre-singly recognizes the need to accelerate the adoption of evidence-based, scientifically-sound policies and actions to operationalize sustainable development. This report identifies key research priorities and possible actionable steps to operationalize sustainable development at the global and local levels. Although the scope of the challenges and opportunities are global with many research investigations and actions needed, Operationalizing Sustainable Development to Benefit People and the Planet presents research priorities and possible actionable steps for consideration by U.S. stakeholders .

Sustainability is based on a simple and long-recognized factual premise: Everything that humans require for their survival and well-being depends, directly or indirectly, on the natural environment. The environment provides the air we breathe, the water we drink, and the food we eat. Recognizing the importance of sustainability to its work, the U.S. Environmental Protection Agency (EPA) has been working to create programs and applications in a variety of areas to better incorporate sustainability into decision-making at the agency. To further strengthen the scientific basis for sustainability as it applies to human health and environmental protection, the EPA asked the National Research Council (NRC) to provide a framework for incorporating sustainability into the EPA's principles and decision-making. This framework, Sustainability and the U.S. EPA, provides recommendations for a sustainability approach that both incorporates and goes beyond an approach based on assessing and managing the risks posed by pollutants that has largely shaped environmental policy since the 1980s. Although risk-based methods have led to many successes and remain important tools, the report concludes that they are not adequate to address many of the complex problems that put current and future generations at risk, such as depletion of natural resources, climate change, and loss of biodiversity. Moreover, sophisticated tools are increasingly available to address cross-cutting, complex, and challenging issues that go beyond risk management. The report recommends that EPA formally adopt as its sustainability paradigm the widely used "three pillars" approach, which means considering the environmental, social, and economic impacts of an action or decision. Health should be expressly included in the "social" pillar. EPA should also articulate its vision for sustainability and develop a set of sustainability principles that would underlie all agency policies and programs.

This Open Access book deals with the pressing question of how to achieve transformational change that reconciles development with environmental sustainability. It particularly focuses on the role of evaluation in finding sustainable solutions. Environment and development are closely interlinked, as are human health and ecosystem health. The pandemic that began in 2020 demonstrated in no uncertain terms how destruction of habitats has allowed hitherto unknown pathogens spill over to humans wreaking havoc on people’s lives and livelihoods. We are already seeing the impacts of global climate change in terms of heatwaves, forest fires and increased storms. The Sustainable Development Goals (SDGs) explicitly recognize the equal importance of the social, economic and environmental dimensions of development. In these turbulent times, when humankind faces multiple complex challenges it is essential to know that our responses are effective and that they make a positive difference. Evaluation can provide invaluable lessons to how we design policies, strategies and programs and how we allocate limited resources between competing priorities. This book brings together key thinkers and practitioners from the public and private sectors, from major multilateral organizations and from bilateral donor agencies, to present the latest knowledge and experience on how to evaluate interventions in the nexus of environment and development. The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.

This report examines the role that national institutional and governance innovations and changes that emerged during the COVID-19 pandemic can play in advancing progress towards the 2030 Agenda for Sustainable Development. The consequences of the pandemic threaten to derail progress and make the Sustainable Development Goals (SDGs) more difficult to achieve. Yet the pandemic also sparked rapid innovation in government institutions and public administration that could be capitalized on. Against this backdrop, the report focuses on how governments can reshape their relationship with people and other actors to enhance trust and promote the changes required for more sustainable and peaceful societies. How they can assess competing priorities and address difficult policy trade-offs that have emerged since 2020. And what assets and innovations they can mobilize to transform the public sector and achieve the SDGs.

Promoting peace and sustainability in human development while accounting for the risks associated with the impact of climate change on society has become more imperative than ever when addressing humanity's challenges of the twenty-first century. There is enough evidence that peace, sustainability, and climate security are entangled with multiple complex interactions and cannot be dealt with in isolation and independently from the environment and the numerous systems with which they interact. Yet, the intersection of peace, sustainability, and climate security or their opposites (i.e., conflict, unsustainability, and climate vulnerability) is rarely articulated with a systemic mindset. A multi-solving nexus approach is more appropriate to capture the complexity and uncertainty of how the three sectors of peace, sustainability, and climate security play a role in community development, the nature of their causal chains, and the feedback on how community development affects the three sectors. Navigating the Complexity Across the Peace–Sustainability–Climate Security Nexus explores the value proposition of using a systems approach, methodology, and tools to comprehend and model that dynamic. Features of the book: Explores the interaction between the different components of peace and the relationship between peace, sustainability, and climate security using semi-qualitative and quantitative tools; Explains how climate adaptation and mitigation are related to peace or conflict; Presents generic system dynamics modeling that can be used in different contexts.
