For decades the North Korean regime has preached a virulent race-nationalism to its own people. At the same time, however, it has succeeded in making outsiders believe that it is guided by a solipsistic, inward-directed ideology of self-reliant communism. This in turn has nurtured the wishful assumption that the regime no longer has serious designs on South Korea. In this book, his follow-up to The Cleanest Race (2009), B.R. Myers shows that although the myth of Juche has done great service for the regime at home and abroad, the ideology's content has never played a significant role in policy-making or domestic propaganda. The North Korean nuclear program must be grasped in the context of the regime's true ideological commitment, which is not to self-reliance, but to "final victory" over the rival state.

The Institute for Unification Education, which constitutes the Ministry of Unification of the Republic of Korea, has published annual editions of Understanding North Korea since 1972, as an endeavor to promote greater understanding of North Korea for South Korean readers. Understanding North Korea depicts the reality faced by the Northern regime in areas of politics, diplomacy, military, economy, society, culture, and many more. The May 2012 publication has been translated into English, with the aim to help the international community better understand the northern half of the Korean peninsula. English translations of the referred editions will be published on an biennial basis. We hope that this book enables readers around the world to better grasp the reality of North Korea. The regime in North Korea exhibits three characteristics: it is a totalitarian dictatorship governed by the sole leadership of the suryǒng , who stands above the Workers’Party of Korea (WPK) and the state; the regime, as one of the world’s most highly centralized and planned economies, has advocated self-reliance and the monopoly of all means of production by the state and cooperative organizations; and the state uses the concept of Grand Socialist Family which requires absolute obedience of people to the suryǒng , who is considered the father of a family. These traits engendered a peculiar form of social structure unprecedented in any other socialist country. As it had to do under Kim Jong-il, North Korea under Kim Jong-un must engage in some degree of reform and opening to improve its economy and ensure the regime’s survival. Fifty-five years after its founding at the dawn of the cold war, North Korea remains a land of illusions. Isolated and anachronistic, the country and its culture seem to be dominated exclusively by the official ideology of Juche, which emphasizes national self-reliance, independence, and worship of the supreme leader, General Kim Jong Il. Yet this socialist utopian ideal is pursued with the calculations of international power politics. Kim has transformed North Korea into a militarized state, whose nuclear weapons, ballistic missiles, and continued threat to South Korea have raised alarm worldwide. This paradoxical combination of cultural isolation and military-first policy has left the North Korean people woefully deprived of the opportunity to advance socially and politically. The socialist economy, guided by political principles and bereft of international support, has collapsed. Thousands, perhaps millions, have died of starvation. Foreign trade has declined and the country's gross domestic product has recorded negative growth every year for a decade. Yet rather than initiate the sort of market reforms that were implemented by other communist governments, North Korean leaders have reverted to the economic policies of the 1950s: mass mobilization, concentration on heavy industry, and increased ideological indoctrination. Although members of the political elite in Pyongyang are acutely aware of their nation's domestic and foreign problems, they are plagued by fear and policy paralysis. Unlike most of the Soviet-established socialist regimes, North Korea has not experienced and fundamental changes as a result of the demise of the Soviet Union. However, while it plays an important role and presents a difficult strategic challenge in the international arena, little is known about the North Korean system. To better understand North Korea we must try to understand the cognitive processes and perceptions of its people. To this end, North Korea: Ideology, Politics, Economy features first-hand, balanced accounts from a diverse group of contributors representing ten countries, including the former Soviet Union, China, Poland, Czechoslovakia, Hungary, Bulgaria, Germany, Japan, Canada and the United States.

As perennial famine and material shortages call into question the tenability of North Korea's military-authoritarian government, the international community has struggled to reconcile contradictory humanitarian, economic, and political goals in formulating foreign policy and aid responses to the secretive Pyongyang regime. In a historical analysis drawing heavily on primary sources, Lee attacks the problem at its root: the assumption of policy-makers that Pyongyang's belligerence and intractability is an attempt to secure autonomy and national legitimacy in the eyes of the world. Rather, Lee argues, close review of the available evidence demonstrates convincingly that forced reunification with South Korea is the only discernible goal of the Pyongyang government, and that the key strategy of the reunification program is a war of attrition against the U.S. military presence in the South. Lee begins with a summary history, and moves on to examine the formation of the North Korean communist state in the wake of World War II. The implementation of state programs in the 1950s and 1960s follows, including the drive towards industrialization, the emergence of the Juche ideology, and collectivization of agriculture. Remaining chapters focus on the recent history of North Korea, and offer concluding analysis and remarks.

This book investigates the origins of the North Korean garrison state by examining the development of the Korean People’s Army and the legacies of the Korean War. Despite its significance, there are very few books on the Korean People’s Army with North Korean primary sources being difficult to access. This book, however, draws on North Korean documents and North Korean veterans’ testimonies, and demonstrates how the Korean People’s Army and the Korean War shaped North Korea into a closed, militarized and xenophobic garrison state and made North Korea seek Juche (Self Reliance) ideology and weapons of mass destruction. This book maintains that the youth and lower classes in North Korea considered the Korean People’s Army as a positive opportunity for upward social mobility. As a result, the North Korean regime secured its legitimacy by establishing a new class of social elites wherein they offered career advancements for persons who had little standing and few opportunities under the preceding Japanese dominated regime. These new elites from poor working and peasant families became the core supporters of the North Korean regime today. In addition, this book argues that, in the aftermath of the Korean War, a culture of victimization was established among North Koreans which allowed Kim Il Sung to use this culture of fear to build and maintain the garrison state. Thus, this work illustrates how the North Korean regime has garnered popular support for the continuation of a militarized state, despite the great hardships the people are suffering.
