Parliamentary Diplomacy in European and Global Governance offers a detailed interdisciplinary study of a new global phenomenon: the rise and impact of parliamentary diplomacy in European, regional and world affairs.

In today’s increasingly complex and interdependent world, the role of parliaments in external affairs remains a relatively under explored topic of research. The multiple patterns of global governance are mostly dominated by the executive branches of government, with parliaments relegated to the sidelines. This insightful book aims to challenge this dominant perspective and demonstrate the increased networking of parliaments both within the EU and with external actors outside the EU. It not only sheds light on EU parliamentary cooperation and networking, but also reveals the growing scope and role of parliamentary scrutiny, control and conflict mediation.

This volume offers an original and theoretically grounded conceptualization and measurement of international parliamentary institutions and their role in ensuring the accountability of regional international organizations. Through a comparative analysis of the establishment, evolution, institutional organization, oversight and policymaking functions of 22 parliamentary institutions, mainly from European, African and Latin American regional international organizations, the book serves a twofold purpose. First, it allows assessment of the extent to which parliamentary institutions have (measurable) influence on the outcome of regional organizations’ decision-making processes. Second, drawing on the literature on new institutionalism and comparative regionalism, the volume investigates the conditions under which the influence of parliamentary institutions is expected to grow, thus advancing the understanding of the variation and development of this poorly explored type of international institution. The book is aimed at scholars of global governance, international organization and comparative regionalism, and will also be of interest to parliamentarians and parliamentary practitioners from national and international institutions.

Parliamentary diplomacy has provided a crucial, promising outlet in Taiwan’s challenging pursuit of its own interests in the international arena. This book assesses both the potentials and the constraints of parliamentary diplomacy for Taiwan. Through a comparative perspective, and using evidence from the relations of the Legislative Yuan in Taiwan with the US Congress and the European Parliament, the authors investigate the implementation of parliamentary diplomacy in Taiwan and its impact in Taiwan’s foreign policy. In their analysis, the authors draw vital lessons that will have important implications for other entities which have similar challenges and aspirations.

This book examines the actorness of the European Parliament (EP) and its roles in global health. In doing so, it appreciates to what extent this democratically elected entity can be considered as a global health actor. Applying an original analytical framework to measure actorness, the book assesses the EP’s capacity to act regarding five major global health issues including the pandemic response, access to essential medicines in developing countries, international trade and global health, medical research and development in the field of poverty-related and neglected diseases (PRNDs), and global health governance. It demonstrates that, despite many challenges, the EP has indeed displayed a polymorphic actorness and multiple roles towards most of these global health issues, especially by succeeding in mobilizing its main competences and instruments to deal with them, finalizing initiatives, and having a substantive influence on the way they were addressed. As such, the book reveals the salience of democratically elected institutions for global health governance. This book will be of key interest to students and scholars of European studies, global and regional health, legislative studies, and International Relations, but also to parliamentarians and (non-) governmental actors engaged in global health.
