Payment Systems In The Republic Of Belarus

This Detailed Assessment of the Observance of Core Principles for Systemically Important Payment Systems (CPSS), Belarus Interbank Settlement System (BISS): RTGS Service on the Republic of Belarus reviews the core principles for systematically important payment systems. BISS offers the possibility to reserve funds in view of being used for certain specific purposes. Financial market activities in Belarusian rubel are limited, but potentially emerging. Although the Belarus Bankers Association in principle provides a forum for cooperation between banks, in payment system issues, it currently does not play an important role.

This paper reviews key findings of Belarus’s Financial System Stability Assessment, including Reports on the Observance of Standards and Codes on Banking Supervision, Payment Systems, and Anti-Money Laundering and Combating the Financing of Terrorism. Although significant progress has been made in upgrading the financial system’s technical infrastructure and the regulatory and supervisory framework, financial sector structural reform has been slow overall. The centralized approach to economic management continues to dominate the financial system. The major banks, which are with one exception government owned or controlled, are frequently requested to lend to priority enterprises and sectors.

This 2017 Article IV Consultation highlights that the Belarusian economy is recovering after two years of recession, helped by better policies, a more favorable external environment, and stronger domestic demand conditions. In 2017Q3, the economy grew by 1.7 percent year-on-year, amid household consumption boosted by strong wage growth and recovering investment. The current account deficit has narrowed, reflecting growth in services exports, as well as recession and real exchange rate adjustment in 2015–16. Medium-term growth is expected to be about 2 percent, limited by negative demographics, weak credit conditions, and lagging competitiveness under the state-centric economic model.
