Peace And Security In The Postmodern World

This book analyzes how ‘postmodern’ conflict, such as the recent Balkan Wars, and the post-9/11 ‘new terrorism’ can be prevented and/or otherwise dealt with in the future.

This special issue of the Peabody Journal of Education provides a comprehensive overview of the latest developments in peace education reform. School reforms based upon principles of peace education have in common a belief in the power of peace to create a positive learning climate in schools and to address the problems of violence in the broader culture. A peace education strategy for improving school productivity rests upon three main assumptions: 1. Violence contributes to the poor performance of many students. 2. Adults in school settings need to address problems created by violence in order for schools to improve. 3. Anxieties that make it hard for students to master traditional subject matter can best be addressed by a comprehensive peace education strategy that makes school a safe place to learn and provides students with knowledge about alternative nonviolent ways to resolve conflicts. Peace building reforms go beyond responding to immediate forms of violence that may be overwhelming students and teachers to promoting positive images of peace through the study of nonviolence. Written by established experts in the field of peace education from six different countries, this collection of articles not only represents a wide variety of peace education practices from different corners of the globe, but it also represents varying academic perspectives. Educators can play a key role in helping human societies progress toward more sustainable ways of living by implementing peacemaking, peacekeeping, and peace building strategies in school programs. Peace education reforms point to a new way of thinking about schools as vehicles for promoting a peace culture through insights offered by nonviolent theory.

This volume explores the implementation of key gender policies in international peace and security, following the adoption of UN Security Council resolution 1325 in October 2000, the first thematic resolution on Women, Peace and Security. How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. By engaging with both empirics and critical theory, the authors of this edited volume make important contributions to the gender, peace and security agenda. They identify some of the problems of implementing UNSC 1325 and offer a sobering assessment of progress of implementation and insights into how to advance our understanding through systematic research. Many of the chapters are focused on operational aspects of UNSCR 1325, but all also engage with the theoretical underpinnings of UNSCR 1325 to bring forth central debates on more fundamental challenges to the development of knowledge in the fields of gender, peace and security. This book will be of much interest to students of gender studies, peace and conflict studies, security studies and IR in general.

The fall of the Berlin Wall was a pivotal moment deeply impacting the post-World War II order, with American nuclear might standing sentinel for the preservation of the liberal democratic values of the trans-Atlantic community. The end of the ideological struggle freed the forces shaping the postmodern world. The end of the security trade-off, American nuclear protection against critical but loyal European support, meant that a new partnership based on equality, mutual respect, and legitimate self-interest was needed and that stability and peace on the Eurasian landmass was the overriding goal. Neither the United States nor Europe, the two constituent communities of the Western world, grasped the opportunity to bring about the needed change. Both remained prisoners of their past instead of innovators of the common future. American exceptionalism and Russophobia was the maze that entrapped the first; introvert preoccupation and divisiveness of purpose lamed the other. The book traces the formative forces of the geopolitical environment during the Cold War and the decades beyond and places these in the context of the emerging postmodern world order: where regional and global project-driven functional cooperation is gradually replacing the Westphalian state, where the provision of physical security and the material well-being for the individual replaces ideology as the driving force for political action, and where the rule of law prevails over the rule of power. The penultimate section enumerates some of the most significant issues facing the trans-Atlantic partnership and formulates policy suggestions on how to deal with them. Acknowledging the significant differences within the partnership, the two main themes are: first, that these differences are more tactical than fundamental and can and must be overcome; and second, that the partnership is essential for the preservation of the values and beliefs of Western civilization.

This book is an interdisciplinary examination of several interconnecting aspects of migrant communities in the context of contemporary conflict and security. The book illustrates that within this globalised world, migrants have become key actors, living in the spaces between states, as well as within them. Arguing that migrants and their descendants are vital and complex constituencies for the achievement of security in this global age, the volume uses a number of case studies, including Palestinian, Sri Lankan, Irish and Somali diaspora communities, to explore the different ways that such groups intersect with issues of security, and how these attitudes and behaviours have evolved in the context of political transnationalism and the global economy. Comparative and econometric studies of migration can provide a wide lens but at times fail to capture the depth and complexity of these communities and attitudes within them. At the same time, empirically focused studies are often case-specific and, while rich in local detail, lack comparative breadth or the ability to make connections and see irregularities across a number of contexts that might be of interest to scholars beyond that specific area. This book connects these literatures together more thoroughly. In particular, it demonstrates that political, cultural, economic and social factors all play important roles in helping us understand the actual (and potential) roles of migrant communities in conflict and the establishment of sustainable security within contemporary society. Lastly, given this context, the book seeks to examine the challenges and opportunities that exist, for such a sustainable security strategy to be developed. This book will be of much interest to students of migration and diaspora communities, peace and conflict studies, security studies and ethnic conflict.

Demonstrating that none of the various perspectives under review has emerged as the clear winner in the struggle for theoretical hegemony in security studies, this book shows that eclectic perspectives, like democratic realist institutionalism, can better explain peace and security in the Asian Pacific. The Asian Pacific has emerged as one of the most important regions in the world, causing scholars to pay increased attention to the various challenges, old and new, to peace and security there. Peace and Security in the Asia-Pacific: Theory and Practice is a comprehensive, critical review of the established theoretical perspectives relevant to contemporary peace and security studies in the light of recent experiences. Illuminating ongoing debates in the field, the book covers some 20 theoretical perspectives on peace and security in the Asian Pacific, including realist, liberal, socialist, peace and human security, constructivist, feminist, and nontraditional security studies. The first section of the book discusses perspectives in realist security studies, the second part covers perspectives critical of realism. The author's goal is to assess whether any of the perspectives found in nonrealist security studies are capable of undermining realism. His conclusion is that each theoretical perspective has its strengths and weaknesses, leaving eclecticism as the best way to understand the region's dynamics.
