World War II ended in 1945 and the Korean War ended in 1953. America was at peace but there was still a military draft. What should military warriors do in peacetime? Such was the theme of an international conference at the Inter-American Defense College in 1992 which brought together diplomats, military officials and distinguished academics to discuss the purpose of military institutions in Latin America in the new world order. The most important message of this book is that the order has by no means eliminated the need for armed forces.
