Performance Reporting Principles For The Bc Public Sector

In July 1995 and April 1996, the British Columbia Auditor General and the Deputy Ministers' Council published joint reports on accountability and on improving performance in government. The former was a commitment to action, and the latter provided a framework and a broad implementation plan for accountability and performance management. This progress report is the next step. At one level, it details the progress of the accountability-for-performance initiative overall; at another, it conveys to ministries, Crown corporations, and public sector bodies the need to anticipate and engage in constructive evaluation of their own performance. The first section of the report includes assessment of the progress of the initiative in terms of how well seven conditions of success have been addressed over the past year. It also outlines further ways to assist implementation of the initiative. The second section is an interim report on the extension of the initiative to funded agencies, both governmental and non-governmental. The final section provides the Auditor General's outlook for enhancing accountability and discusses the following issues: public reporting, political leadership, legislation of accountability, the role of the Legislative Assembly, organizational capacity, and ethics. The appendix includes a summary table assessing progress by ministries and government as a whole.

This report represents the Office of the Auditor General's fifth annual assessment of the quality of public performance reporting in British Columbia. It is also the third annual assessment of reporting against the BC Reporting Principles. As part of the transition in the Office's approach to assessing the quality of performance reporting, annual reports were selected from organizations that will be significantly involved in delivering services covered by government's "Five Great Goals," as announced in February 2005. Consistent with this approach, the analysis of the the review has focused on overall themes emerging from the assessments, rather than on the performance reports of individual organizations.

This document contains the Auditor General of British Columbia (AGBC)'s assessment of the quality of public performance reporting by British Columbia's crown agencies. Includes the AGBC's key findings and recommendations to improve government transparency.

This Commission was established to inquire into human resource management issues in the broad public sector in BC. The sectors examined include public service, health, community social services, education (K-12), colleges and institutes, universities, crown corporations, boards and agencies, and, to a lesser extent due to their unique tax base, the municipalities. This report of the Commission presents a framework for managing the public sector, health, contracted community social services, education, crown corporations, boards, agencies and commissions.
