In July 1995 and April 1996, the British Columbia Auditor General and the Deputy Ministers' Council published joint reports on accountability and on improving performance in government. The former was a commitment to action, and the latter provided a framework and a broad implementation plan for accountability and performance management. This progress report is the next step. At one level, it details the progress of the accountability-for-performance initiative overall; at another, it conveys to ministries, Crown corporations, and public sector bodies the need to anticipate and engage in constructive evaluation of their own performance. The first section of the report includes assessment of the progress of the initiative in terms of how well seven conditions of success have been addressed over the past year. It also outlines further ways to assist implementation of the initiative. The second section is an interim report on the extension of the initiative to funded agencies, both governmental and non-governmental. The final section provides the Auditor General's outlook for enhancing accountability and discusses the following issues: public reporting, political leadership, legislation of accountability, the role of the Legislative Assembly, organizational capacity, and ethics. The appendix includes a summary table assessing progress by ministries and government as a whole.

This report represents the Office of the Auditor General's fifth annual assessment of the quality of public performance reporting in British Columbia. It is also the third annual assessment of reporting against the BC Reporting Principles.
