This book examines the effects of personnel turnover in European Union (EU) institutions. Individuals enter and exit EU institutions with remarkable frequency, and questions involving institutional personnel lie at the heart of populist and feminist critiques of the EU. Are these critiques accurate? How do personnel dynamics affect the EU's legitimacy? Will changing patterns of turnover help to redeem the EU? Personnel Turnover addresses these issues by considering turnover's effects on three aspects of legitimacy (input, throughput, and output). Authors use a common framework to explore various questions: Does turnover affect the ways that EU citizens see the EU or the likelihood that citizens will participate in EU elections? Does turnover affect the efficiency of the EU decision-making or the EU's ability to promote its interests abroad? In tackling these contemporary subjects, the authors throw light on a classical question-what difference does it make when political leaders are replaced? John A. Scherpereel is Professor of Political Science at James Madison University in Harrisonburg, USA. The author of Governing the Czech Republic and Slovakia: Between State Socialism and the European Union, his research focuses on executive politics, legislative politics, and political representation.

Exploring the EU’s Legitimacy Crisis provides a profound analysis of the causes and the consequences of the EU's growing legitimacy problem. The prior permissive consensus in the EU has been markedly declining under persistent crisis conditions. Since the onset of the eurozone crisis the EU's governance has been narrowly driven by the semi-hegemonial leadership of Germany – manifesting itself in functionalist and technocratic policy reforms concentrated on strengthening economic governance coordination. Other crucial policy areas have been neglected as member states show decreasing solidarity and a growing emphasis on national interests in response to mounting external challenges. This book examines these developments in detail by scrutinising the EU's ability to maintain legitimacy through political leadership, democratic accountability and governance efficiency.

The State of European Integration provides scholars, practitioners, experts and students with a comprehensive account of the state of the European Union today. With contributions from leading scholars including Richard G. Whitman, Meltem Müftüler-Baç, Gülnur Aybet, Leila Simona Talani and Gareth Dale, the book examines the EU in a theoretically informed and empirically grounded manner. Opening with an exploration into the nature of the European Union as an international actor, it then assesses the impact of enlargement on institutions, policies and identity. The contributors investigate issues related to the degree of convergence and cohesion among members, and analyze the economic and monetary state of integration. The volume comes at a timely interval when there is a need to understand the present and future of the European Union.

The study of the informal dimension of EU politics is more important than ever in order to understand how the EU system works. This book presents an innovative and original study on informal cross-party, cross-committee groupings in the European Parliament, so-called Intergroups. Building on extensive fieldwork, including semi-structured interviews and observations, this study shows how parliamentarians of the seventh European Parliament (2009-2014) gain a variety of social resources, such as social, informational and political capital, in Intergroups, which they subsequently mobilise to foster opinion-formation across political groups and parliamentary committees, and to shape the EP’s agenda and policy outcomes. Drawing on an interdisciplinary, Bourdieusian-inspired framework, this book makes a valuable contribution to sociological approaches in European integration studies. Shedding new light on the informal dimension of parliamentary practices and politics, this book appeals to EP as well as EU scholars, to students and practitioners of EU politics, and civil society.
