Perspectivas De La Agricultura Y Del Desarrollo Rural En Las Am Ricas Una Mirada Hacia Am Rica Latina Y El Caribe

En este informe 2019-2020, la Comisión Económica para América Latina y el Caribe (CEPAL), la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) y el Instituto Interamericano de Cooperación para la Agricultura (IICA) plantean un enfoque intersectorial de “doble vía”, que, en primer lugar, llama al reconocimiento de que no es posible superar la pobreza ni combatir el hambre, la malnutrición y el cambio climático, si las sociedades y los actores políticos de América Latina y el Caribe no plantean lo rural como motor del desarrollo económico, social y ambiental en los países y, en segundo lugar, invite a considerar la agricultura y sus actividades relacionadas como indispensables para desarrollar otras actividades económicas complementarias que promuevan el desarrollo sostenible de los territorios rurales.

En este documento se analizan los principales cambios ocurridos en la agricultura y el medio rural durante el período 2016-2017 y se abordan las principales perspectivas y tendencias regionales, enmarcadas en un contexto caracterizado por una recuperación económica mundial lenta y desigual en 2016, pero con indicios de repunte económico en 2017, y por una continua reducción de la pobreza, la brecha de pobreza y la desigualdad de ingresos, probablemente impulsada por la aplicación de las recientes políticas sociales y un enfoque político que promueve el desarrollo económico.

Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.

This annual report examines the dynamics of paid employment in care activities in Latin American countries, as well as household expenditure on such work, and proposes normative criteria for public policymaking in this sphere. It also covers 1) poverty trends and determining factors in Latin America; 2) income distribution and social spending trends in the region; and 3) situation of disabled people in Latin American and Caribbean countries.

This book makes an original contribution to the discussion about agro-food exporting countries’ governmental policy. It presents a historicized and internationally contextualized exploration of the political economy of agrarian change in three Latin American countries: Argentina, Praguay, and Uruguay. By comparatively examining how these states have acted in a context of global driven market forces and historically formed institutions, the monograph illuminates the differing capacities of state autonomy under the present era of globalized agriculture.
