Phasing Out Energy Subsidies As Part Of Egypt S Economic Reform Program Impacts And Policy Implications

In order to address long-standing economic challenges, in 2016 the Government of Egypt (GOE) put in place a major economic reform program to restore macroeconomic stability and to promote inclusive growth. As a result, there are early signs that the economy is rebounding and Egypt’s economic outlook is becoming more favorable. However, it is less clear how the ongoing reform program is affecting households, especially the poor. To shed light on this question, this paper uses an economy-wide model to estimate the distributional impacts of the energy subsidy cuts in 2014, 2016, and 2017, the currency devaluation at the end of 2016, and the expected complete phasing out of energy subsidies over the coming years.

This report of the evaluation study provides a greater focus on measuring the impact of the larger Takaful program and also attempts to measure the impact of the much smaller Karama program. In addition, IFPRI will conduct a qualitative assessment of the Takaful and Karama program focused on learning about the experience with the program among the poorest beneficiary households. This qualitative assessment will also draw lessons from the quantitative survey to provide another report on the experience of very poor households. The remainder of this report is organized as follows Chapter 2 provides an overview of the Takaful and Karama Program. Chapter 3 summarizes the impact evaluation design. Chapter 4 describes the evaluation survey and sample. Chapter 5 provides context for the program by using the survey data to summarize the characteristics of beneficiary and non-beneficiary households and describe beneficiaries’ experience with program implementation. Chapter 6 presents the impact estimates for Takaful and Chapter 7 the estimates for Karama. Chapter 8 uses data from a separate representative sample of households collected during the survey to assess the targeting performance of the program. Chapter 9 concludes and discusses implications for social policy in Egypt.

In the Middle East and North Africa (MENA) countries price subsidies are common, especially on food and fuels. However, these are neither well targeted nor cost effective as a social protection tool, often benefiting mainly the better off instead of the poor and vulnerable. This paper explores the challenges of replacing generalized price subsidies with more equitable social safety net instruments, including the short-term inflationary effects, and describes the features of successful subsidy reforms.

Egypt introduced the Takaful and Karama Program (TKP), a pair of targeted cash transfer schemes in March 2015. Takaful and Karama was designed as a conditional cash transfer program providing income support targeted to the poor and most vulnerable; namely poor families with children (under 18 years of age), poor elderly (aged 65 years and above) and persons with severe disability. Originally implemented as an unconditional cash transfer, the program is now a conditional cash transfer program, but the conditionalities have yet to be monitored. Starting July 2017, households received EGP60 for each child under 6 years old, EGP80 for each child in primary education, EGP100 for children in preparatory education, and EGP140 for secondary education. As of June 2017, 90% of TKP beneficiaries were women. In 2018, the International Food Policy Research Institute (IFPRI) completed the first round of impact evaluation of TKP, based on household survey data collected after the first 15 months of the program. The evaluation found that TKP substantially improved wellbeing for poor households, increasing household consumption per adult equivalent by 8.4 percent. and reducing the probability that a beneficiary household is poor (< USD1.90 per capita per day) by 11.4 percentage points, which is comparable to several of the well-known, large-scale programs in Latin America where consumption impacts are on the order of 7-8 percent.

In 1934, Lewis Mumford critiqued the industrial energy system as a key source of authoritarian economic and political tendencies in modern life. Recent debate continues to engage issues of energy authoritarianism, focusing on the contest between energy-driven globalization (the spread of energy deregulation and the simultaneous consolidation of the oil, coal, and gas industries) and the so-called "sustainable energy" strategy that celebrates the local and community scale characteristics of renewable energy. Including theoretical inquiries and case studies by distinguished writers, Transforming Power is divided into three parts: Energy, Environment, and Society; The Politics of Conventional Energy; and The Politics of Sustainable Energy. It interrogates current contemporary energy assumptions, exploring the reflexive relationship between energy, environment, and society, and examining energy as a social project. Some of these have promised a prosperous future founded upon technological advances that further modernize the modern energy system, such as "inherently safe" nuclear power, environmentally friendly coal gasification, and the advent of a wealthier, cleaner world powered by fuel cells; and the "green technologies," said by advocates to prefigure a revival of human scale development, local self-determination, and a commitment to ecological balance. >br> This volume offers a timely engagement of the social issues surrounding energy conflicts and contradictions. It will be of interest to policymakers, energy and environmental experts, sociologists, and historians of technology. Social protection programs—public or private initiatives that aid the poor and protect the vulnerable against livelihood risks—can effectively be used to assist those trapped, or at the risk of being trapped, in chronic poverty. These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.

Energy subsidies are aimed at protecting consumers, however, subsidies aggravate fiscal imbalances, crowd out priority public spending, and depress private investment, including in the energy sector. This book provides the most comprehensive estimates of energy subsidies currently available for 176 countries and an analysis of “how to do” energy subsidy reform, drawing on insights from 22 country case studies undertaken by the IMF staff and analyses carried out by other institutions.

This open access book offers a holistic and interdisciplinary analysis of the energy sector in the Middle East and North Africa (MENA) region and its ongoing transformation. Taking into account global decarbonization policies, it offers a comprehensive overview of the transition’s effects in the region highlighting socioeconomic, geopolitical and cultural aspects. The book is divided into four parts, the first of which illustrates the historical, cultural and socioeconomic heterogeneity of the MENA region. The second part assesses the region's energy sector, with a special focus on the energy mix and consumption evolution at the national level. The third part addresses the geopolitics and geoeconomics of the energy sector in MENA countries, including foreign interference, conflicts, investments and partnerships both related to hydrocarbons and energy transition. Lastly, the fourth part provides overall conclusions and key takeaways on all major aspects addressed by the book, highlighting various paths and strategies for decarbonization in the region.
