Boosting Growth To End Hunger By 2025 The Role Of Social Protection

Social protection programs—public or private initiatives that aid the poor and protect the vulnerable against livelihood risks—can effectively be used to assist those trapped, or at the risk of being trapped, in chronic poverty. These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.

The Routledge Handbook on Livelihoods in the Global South presents a unique, timely, comprehensive overview of livelihoods in low- and middle-income countries. Since their widespread adoption in the 1990s, livelihoods perspectives, frameworks and methods have influenced diverse areas of research, policy and practice. The concept of livelihoods reflects the complexity of strategies and practices used by individuals, households and communities to meet their needs and live their lives. The Handbook brings together insights and critical analysis from diverse approaches and experiences, learning from research and practice over the last 30 years. The Handbook comprises an introductory section on key concepts and frameworks, followed by five parts, on researching livelihoods, negotiating livelihoods, generating livelihoods, enabling livelihoods and contextualising livelihoods. The introduction provides readers with an appreciation of concepts researched and applied in the five parts, including chapters on vulnerability and resilience, social capital and networks, and institutions. Each part reflects the diversity of approaches taken to understanding livelihoods, whilst recognising commonalities, including the centrality of power in shaping, enabling and constraining livelihoods. The book also reflects diversity of context, including conflict, climate change and religion, as well as in generating livelihoods, through agriculture, small-scale mining and pastoralism. The aim of each chapter is to provide a critically informed introduction and overview of key concepts, issues and debates of relevance to the topic, with each chapter concluding with suggestions for further reading. It will be an essential resource to students, researchers and practitioners of international development and related fields. Researchers and practitioners will also benefit from the book's diverse disciplinary contributions and by the wide and contemporary coverage.

Food systems are at a critical juncture—they are evolving quickly to meet growing and changing demand but are not serving everyone’s needs. Building more inclusive food systems can bring a wide range of economic and development benefits to all people, especially the poor and disadvantaged. IFPRI’s 2020 Global Food Policy Report examines the policies and investments and the growing range of tools and technologies that can promote inclusion. Chapters examine the imperative of inclusion, challenges faced by smallholders, youth, women, and conflict-affected people, and the opportunities offered by expanding agrifood value chains and national food system transformations. Critical questions addressed include: How can inclusive food systems help break the intergenerational cycle of poverty and malnutrition? \What can be done to strengthen the midstream of food value chains to improve rural access to jobs, markets, and services? Will Africa’s food systems generate sufficient jobs for the growing youth population? How can women be empowered within food system processes, from household decisions to policymaking? Can refugees and other conflict-affected people be integrated into food systems to help them rebuild their lives? How can national food system transformations contribute to greater dietary diversity, food safety, and food quality for all? Regional sections look at how inclusion can be improved around the world in 2020 and beyond. The report also presents interesting trends revealed by IFPRI’s food policy indicators and datasets.

IFPRI’s flagship report reviews the major food policy issues, developments, and decisions of 2018, and considers challenges and opportunities for 2019. This year’s Global Food Policy Report highlights the urgency of rural revitalization to address a growing crisis in rural areas. Rural people around the world continue to struggle with food insecurity, persistent poverty and inequality, and environmental degradation. Policies, institutions, and investments that take advantage of new opportunities and technologies, increase access to basic services, create more and better rural jobs, foster gender equality, and restore the environment can make rural areas vibrant and healthy places to live and work. Drawing on recent findings, IFPRI researchers and other distinguished food policy experts consider critical aspects of rural revitalization.

The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: • A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. • An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. • The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. • Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. Do electoral considerations play a role in the targeting of humanitarian transfers? We analyze the targeting of direct cash and food transfers distributed in Malawi in response to an exceptionally poor harvest following a late and erratic rainy season of 2015-16. Combining household survey data on transfers with a remotely sensed measure of drought and with the results of the 2014 and 2019 parliamentary elections, we show that transfers were disproportionately targeted at marginal constituencies. Rather than distributing the transfers based solely on need or mobilizing its tribal base, the government attempted to persuade swing voters to support its candidates in the next elections. We nd no evidence that this strategy was successful at increasing the vote of ruling party candidates in subsequent elections.

This edited volume addresses a critical aspect of development in Africa: the intersection between education and governance. Using case studies and experiences from different parts of the continent, this book assesses how the potential for human resources, in terms of education, can be leveraged in the development process to achieve equity, inclusive development and governance outcomes in Africa. This book builds on the "resource curse" to focus on human resources as an alternative paradigm to sustainable development in Africa. At a time when concerns over access to quality education is an important issue among policy makers and international development agents, this timely project calls attention to one of the most critical aspects of development in Africa.

This report analyses PIM’s 391 peer-reviewed 2018 and 20191 publications. We highlight key gender findings and discuss the challenges faced by researchers in doing gender analysis, with a view to documenting lessons learned and improving practices. It is hoped that the gaps and strengths identified in this report will be useful inputs for future research under PIM and One CGIAR.
