Achieving net-zero will necessitate CO2 removal from the atmosphere to offset residual emissions that are challenging to mitigate. Bioenergy with CO2 capture and storage (BECCS) is a technology that has the potential to generate large-scale CO2 removal and contribute to the attainment of net-zero targets. The report describes the status of BECCS in the Nordic countries and globally. Significant initiatives in the Nordic countries are mapped. Challenges on the market that inhibit BECCS development are analyzed and areas of cooperation and joint initiatives on the Nordic level that could promote the development and deployment of BECCS are proposed. The project has been carried out by IVL Swedish Environmental Research Institute in collaboration with CICERO (Norway) and VTT (Finland).

Carbon Capture and Storage (CCS) has a key role in strategies to achieve net-zero emissions through mitigating emissions from fossil fuels and removing CO2 permanently from the atmosphere. This project aimed to analyse regulatory aspects that are relevant for deployment of CCS-based mitigation options in a Nordic context. The report identifies similarities and differences between the Nordic countries concerning CCS regulation, barriers to CCS deployment due to regulatory frameworks, and currently ongoing regulatory development aimed at promoting responsible CCS deployment. Recommendations are provided concerning areas where further development, coordination, and capacity building might be prioritised by the Nordic countries.

The articles in the 2019 Nordic Economic Policy Review analyse how the Nordic countries best can contribute to international climate policy. The articles cover topics such as: How can the Nordics help raise the ambitions in the Paris Agreement? What is the effect of national policy on emissions regulated by the EU Emissions Trading System? Would it be cost-effective for the Nordic countries to pay for emission reductions elsewhere to a larger extent? What role should be played by subsidies to green technology? Should Norway put more emphasis on supply-side policies, that is, on limiting future extraction of oil and gas? The volume contains five papers with associated comments which were originally presented at a conference in Stockholm on 24 October 2018.

This book explains the EU’s climate policies in an accessible way, to demonstrate the step-by-step approach that has been used to develop these policies, and the ways in which they have been tested and further improved in the light of experience. The latest changes to the legislation are fully explained throughout. The chapters throughout this volume show that no single policy instrument can bring down greenhouse gas emissions. The challenge facing the EU, as for many countries that have made pledges under the Paris Agreement, is to put together a toolbox of policy instruments that is coherent, delivers emissions reductions, and is cost-effective. Carbon Capture and Storage (CCS) technology could provide a technological bridge for achieving near to midterm GHG emission reduction goals. Integrated CCS technology is still under development and has noteworthy challenges, which would be possible to overcome through the implementation of large-scale demonstration projects. In order to assist developing countries to better understand issues related to potential technology deployment, there is a need to start analyzing various numerous challenges facing CCS within the economic and legal context of developing countries and countries in transition. This report is the first effort of the World Bank Group to contribute to a deeper understanding of (a) the integration of power generation with CCS technologies, as well as their costs; (b) regulatory barriers to the deployment of CCS; and (c) global financing requirements for CCS and applicable project finance structures involving instruments of multilateral development institutions. This report does not provide prescriptive solutions to overcome these barriers, since action must be taken on a country-by-country basis, taking account of different circumstances and national policies. Individual governments should decide their priorities on climate change mitigation and adopt appropriate measures accordingly. The analyses presented in this report may take on added relevance, depending on the future direction of international climate negotiations and domestic legal and policy measures in both developed and developing countries, and how they serve to encourage carbon sequestration. We expect that this report will provide insights for policy makers, stakeholders, private financiers, and donors in meeting the challenges of the deployment of climate change mitigation technologies and CCS in particular.
