Policing and Public Management takes a new perspective on the challenges and problems facing the governance of police forces across the UK and the developed world. Complementing existing texts in criminology and police studies, Morrell and Bradford draw on ideas from the neighbouring fields of public management and virtue ethics to open the field up to a broader audience. This forms the basis for an imaginative reframing of policing as something that either enhances or diminishes "the public good" in society. The text focuses on two cross-cutting aspects of the relationship between the police and the public: public confidence and public order. Extending award-winning work in public management, and drawing on extensive and varied data sources, Policing and Public Management offers new ways of seeing the police and of understanding police governance. This text will be valuable supplementary reading for students of public management, policing and criminology, as well as others who want to be better informed about contemporary policing.

"This book explores policing, regulation, private security and intelligence to understand current transformations in policing. Policing today can no longer be understood only in terms of an organization (the police), but more and more in terms of multi-agency processes. This could be functional for national security interests, safety and security but detrimental to accountability and the democratic process." "Bob Hoogenboom discusses notions of 'blurring of boundaries', 'unbounding' and 'hybridity' and pays homage to, and critiques, leading thinkers in the field. Hoogenboom argues that police studies and criminology are too fragmented and focused on the criminal justice system and not oriented enough towards 'undertows' in policing and security. Drawing from not only a wealth of academic sources but also literature and popular culture, this book unpicks what these new forms of security mean for governance." --Book Jacket.

As figureheads of the most visible segment of criminal justice, today’s police administrators are forced to tackle challenges never faced by their predecessors. Heightened local and global threats, advanced technologies, and increased demands for procedural transparency require new levels of flexibility, innovative thinking, and the ability to foster and maintain relationships within the community. It is more crucial than ever to recruit and retain capable leaders to guide law enforcement agencies at this pivotal time in history. Covering areas such as leadership in policing, use of force, and understanding how the law shapes police practice, Handbook of Police Administration examines the key topics that must be considered by law enforcement professionals. Recognizing that police leaders need the skills and traits of a politician, accountant, attorney, field lieutenant, and futurist, the authors cover a variety of contemporary issues surrounding police administration and management. Divided into five thematic sections, it considers the legal aspects of overseeing a public sector organization, as well as how research, technology, and training can assist modern police leaders in performing their duties more effectively and efficiently. The book covers problematic issues such as officers accepting gratuities, undercover work, and the time criteria required for promotional consideration. It concludes with a chapter comparing administrative issues in Australia with many of the subjects previously addressed with regard to U.S. protocol. Using a range of perspective, differing viewpoints, and controversial issues, Handbook of Police Administration provides a springboard to stimulate discussion at the cutting-edge of debate in the dynamic field of policing.

This Brief provides a quantitative and qualitative analysis of proactive strategies for management transitions in criminal justice and other public administration civic service agencies. These organizations have a unique need for managing transitions effectively. Compared to private organizations: they have a relatively high frequency of management transitions due to the terms of elected and appointed officials, and these new managers more often come from outside the organization. Through an mixed-methods study of criminal justice command level staff in New York state, researchers found a number of key components to successful transitions. Based on their study, the researchers prepared a set of guidelines called the Command Transition Matrix. This tool is aimed at police and public administration leadership. The methodology used to develop it will be of interest to researchers in Criminal Justice Administration, Public Policy, and Management Science.

Focusing principally on the police executive, this book covers pioneering management techniques for leaders facing the challenges of today’s complex environment, providing the police practitioner instruction in planning, setting direction, developing strategy, assessing internal and external environments, creating learning organizations, and managing and evaluating the change process. It also tackles how to handle the political, economic, social, and technical considerations that differ from one community to the next. Police Leadership and Administration trains individuals to search for solutions, rather than relying on old formulas and scientific management principles. It shows how to tailor responses to the unique problems and issues that professionals are likely to face in the field of law enforcement, providing a foundation with which to adapt to an ever-changing criminal justice climate.
